Duty Station: Kabul (with national scope; remote coordination through Lapis Health Platform) 

Reports to: Health Programme Manager (Lapis Kabul Office) 

Positions Available: 2 

Contract Type: Individual Consultant/Contract 

Duration: 12 months


Scope of Work: 

Programme Coordination 

  • Liaise with provincial BPHS implementers and MoPH CBHC department to identify, enrol, and support CHS/CHWs in the online training programme. 
  • Coordinate and oversee the training schedule and calendar on the Lapis Health Platform. 
  • Support alignment of training activities with MoPH CBHC standards and Lapis guidelines. 

Online Training Delivery 

  • Facilitate and monitor digital training sessions for CHS/CHWs. 
  • Manage tutor support via WhatsApp groups and chatbot channels, ensuring timely responses and engagement. 
  • Assist in developing/adapting digital training modules, presentations, and interactive content. 

Training Administration 

  • Maintain accurate enrolment, attendance, and completion records on the Lapis Health Platform. 
  • Provide technical and administrative support to online tutors and facilitators. 
  • Ensure certificates are issued for participants upon course completion. 

Monitoring and Evaluation 

  • Monitor CHS/CHW participation, engagement, and completion rates. 
  • Conduct feedback surveys, pre/post-tests, and evaluation forms through the digital platform. 
  • Produce monitoring and evaluation reports, highlighting challenges, risks, and recommended improvements. 


Leadership and Management 

  • Provide technical oversight of CHS/CHW online training and tutor support. 
  • Ensure compliance with organisational policies, donor requirements, and data privacy/security standards. 
  • Contribute to periodic reporting to MoPH, BPHS partners, and donors. 

Deliverables: 

  • Updated training schedules and enrolment reports. 
  • Training materials and digital modules adapted for online delivery. 
  • Records of participation, completion, and evaluation results. 
  • Tutor support logs (WhatsApp/chatbot) maintained and reported. 
  • Monthly/quarterly reports documenting progress, outcomes, and lessons learned. 
  • Final training completion report with recommendations for future cycles. 


qualification

Qualifications and Experience: 

  • University degree in Public Health, Medicine, Nursing, or related field (Master’s in Public Health preferred). 
  • Minimum five (5) years’ experience in health workforce training, capacity building, or digital learning. 
  • Demonstrated experience working with MoPH CBHC department and BPHS implementers. 
  • Experience designing, facilitating, and monitoring online or blended training programmes. 
  • Prior work with donor-funded health projects is preferred. 


Required Skills and Competencies: 

  • Strong digital literacy: online training platforms, WhatsApp groups, chatbot-based support. 
  • Excellent organisational, communication, and facilitation skills. 
  • Strong liaison, problem-solving, and coordination abilities in sensitive operational contexts. 
  • Experience in monitoring and analysing training participation and outcomes. 
  • Languages: Fluency in Dari, Pashto, and English (written and spoken).

  • Prepare monthly, quarterly, and final reports for the Health Programme Manager.

  • Submit additional reports as required by UNICEF and donor partners.
