Position Title: Training and Management Specialist
Duty Station: Kabul (Malalai Maternity Hospital / Rabia Balkhi Hospital)
Reports to: Regional Training Coordinator (Kabul)

Duration: 24 months
Key Responsibilities:
Programme Coordination
- Conduct training needs assessments of clinical health worker programmes.
- Coordinate the planning, organisation, and supervision of training activities at MoPH hospitals and training centres.
- Liaise with MoPH central/provincial offices, health NGOs, and hospital administrations for participant selection and training delivery.
- Support alignment of training activities with MoPH standards and Lapis guidelines.
Training Design and Delivery
- Assist in developing training plans, modules, and materials.
- Provide technical input on WHO/MoPH-approved training packages (e.g. BEmONC, Family Planning, IMCI, HMIS).
- Identify and support qualified trainers, clinical instructors, and facilitators.
- Deliver or co-facilitate training sessions as needed.
Training Administration
- Develop and maintain a training calendar.
- Oversee logistical arrangements including scheduling, venues, and training materials.
- Document attendance, pre- and post-test results, and evaluation forms.
- Coordinate certification processes in close collaboration with MoPH.
Monitoring and Evaluation
- Monitor training delivery to ensure adherence to approved curricula.
- Collect, analyse, and report on training data, including participant feedback and outcomes.
- Produce post-training evaluation reports with recommendations for improvement.
Leadership and Management
- Supervise facilitators, trainers, and clinical site staff engaged in the programme.
- Support management of training budgets and resources in coordination with the central office.
- Provide oversight to ensure compliance with organisational policies, donor requirements, and security considerations.
Deliverables
- Training needs assessments and updated training plans.
- Training modules, presentations, and materials developed and delivered.
- Pre- and post-tests, evaluation tools, and feedback documented.
- Regular progress reports (monthly/quarterly) including lessons learned and recommendations.
- Final training completion reports submitted with outcomes and next steps.
Qualifications and Experience:
- Medical Doctor (MD) from a recognised university. A specialisation in Obstetrics & Gynaecology or Public Health is an asset.
- Minimum five (5) years of relevant experience in health workforce training and programme management.
- Demonstrated ability to design training modules and support competency-based clinical training.
- Proven experience liaising with MoPH structures and health sector stakeholders.
- Prior work on donor-funded projects is an advantage.

- Proficiency in MS Office (Word, Excel, PowerPoint) and digital learning platforms.
- Languages: Fluency in Dari, Pashto, and English (spoken and written).
