duties

  • Support the development, implementation, and monitoring of national strategies, policies plans, and regulatory frameworks related to the health workforce, aligned with WHO’s flagship programs.
  • Support the collection, analysis, and use of health workforce data using tools like the National Health Workforce Accounts (NHWA).
  • Provide technical input to national workforce planning, salary policy, and regulatory frameworks to ensure equitable distribution and retention of qualified health personnel.
  • Contribute to workforce planning, forecasting, and labor market analysis
  • Contribute to capacity building of healthcare professionals, particularly in underserved and remote areas, through structured training, mentorship, and supervision programs.
  • Design and implement training programs for midwives in remote clinics under the ECHO Fund, including planning, assessments, monitoring, and reporting.
  • Provide technical input to national health workforce initiatives, including task-shifting, retention strategies, and workforce distribution.
  • Coordinate with development partners, professional councils (Afghanistan Medical Council and Afghanistan Nursing and Midwifery Council) and academic institutions.
  • Advocate for investment in health workforce as a driver of universal health coverage and economic development 
  • Any other task assigned by supervisor

qualification

Education (Qualifications):

Educations:

Essential: First university degree in medicine

Desirable: Master’s degree in public health preferred.


Experience:

Essential: At least 2 years Demonstrated knowledge of working for the Afghanistan public health system and health workforce development

Desirable: Knowledge of the changing landscape of the health system in Afghanistan.

 

Languages: Fluency of spoken and written English and local language.


IT Skills: Good knowledge of Microsoft applications.
