- HSE Management & Compliance
o Implement and monitor the project’s HSE plan, ensuring compliance with local regulations and international safety standards.
o Ensure all project activities follow risk assessments, safety procedures, and hazard control measures.
o Conduct routine site inspections and audits to identify hazards and unsafe practices.
o Report incidents, near misses, and accidents promptly and recommend corrective actions.
- Training & Awareness
o Conduct safety induction and toolbox talks for staff, contractors, and subcontractors.
o Train workers on safe handling of equipment, electrical hazards, and working at heights.
o Promote safety awareness and foster a safety-first culture on-site.
- Risk Assessment & Mitigation
o Identify potential risks related to electrical, mechanical, civil, and environmental hazards.
o Develop and implement mitigation measures for identified risks.
o Monitor compliance with fall protection, PPE use, fire safety, and emergency preparedness.
- Incident Investigation & Reporting
o Investigate accidents, incidents, and near misses to determine root causes.
o Prepare detailed incident reports and safety performance reports for project management.
o Track corrective and preventive actions and follow up to ensure implementation.
- Coordination & Documentation
o Coordinate with project managers, engineers, and contractors to integrate safety into all project phases.
o Maintain accurate HSE records, inspection checklists, permits, and certifications.
o Support audits by clients, donors, or regulatory authorities.
- Education: Bachelor’s degree in occupational safety, Health, Environmental Engineering, or related field.
- Experience: Minimum 5–8 years of experience as a Safety Officer on construction, infrastructure, or renewable energy projects, preferably solar power plants.
- Technical Skills:
o Knowledge of HSE standards, including OSHA, ISO 45001, IEC, and Afghan safety regulations.
- Familiarity with construction hazards, electrical safety, and fire protection systems.
- Ability to conduct risk assessments, incident investigations, and safety audits.
- Soft Skills: Strong communication, training, and reporting skills; ability to enforce compliance effectively.
- Other Requirements:
- Willingness to work on-site in remote locations.
- Afghan national.
