Site Procurement Engineer

duties

  • Review project drawings, specifications, BOQs, and site requirements to determine material and service needs.
  •  Prepare and implement site procurement plans in line with the project schedule.
  •  Source, evaluate, and recommend suppliers and subcontractors in coordination with the Procurement Head.
  •  Issue RFQs, analyze technical and commercial offers, and prepare comparison statements.
  •  Negotiate prices, delivery terms, and conditions with suppliers and subcontractors.
  • Prepare, finalize, and administer purchase orders and subcontract agreements in English, Pashtu, and Dari.
  • Have good knowledge and prepare all procurement-related documents, including contracts, POs, agreements, delivery notes, invoices, and reports.
  • Check all goods received from the main office and report quantities to the main office according to the PO.
  • Expedite orders and follow up to ensure timely delivery to the project site.
  • Coordinate with site engineers, QC, stores, and planning teams for material availability and compliance.
  • Ensure all materials and services meet approved specifications and quality requirements.
  • Have good knowledge of construction material estimation to support procurement planning and cost control.
  • Monitor procurement costs and support budget control.
  • Coordinate closely with the Procurement Head at the main office for approvals, policies, and reporting.
  • Resolve procurement-related issues, claims, and discrepancies in a timely manner.


qualification

Education

  • Bachelor’s degree in civil engineering, Construction Management, or a related field.
  • Relevant professional certifications in procurement, supply chain, or contract management (preferred).
  • Strong understanding of construction materials, project documentation, and estimation techniques


Languages:

  • Fluency in English (required) and local languages (e.g., Pashto, Dari)


Experience

  • Minimum 4–6 years of experience in procurement or supply chain management for construction or Power projects.
  • Proven experience in vendor sourcing, negotiation, and subcontract management.
  • Experience in preparing and managing purchase orders, subcontract agreements, and procurement documentation.
  • Hands-on experience in construction material estimation, quality compliance, and coordination with site teams and main office.
  • Experience in reporting, expediting deliveries, and resolving procurement-related issues.
