Key Responsibilities
- Site Supervision & EPC Coordination
- Conduct daily site visits to monitor progress, supervise work, and ensure adherence to specifications.
- Work hand-in-hand with EPC contractor teams to resolve technical and operational issues.
- Ensure compliance with safety standards and environmental requirements.
- Reporting
- Prepare daily, weekly, and monthly reports for the Executive Management Team, highlighting progress, challenges, and risks.
- Maintain site records, logs, and documentation for audits and project reporting.
- Stakeholder Coordination
- Liaise with DABS (central and regional offices) for project approvals, inspections, and integration to the grid.
- Coordinate with local government authorities, communities, and security stakeholders as needed.
- Serve as the local focal point for all site-related communications.
- Project Management
- Monitor construction schedule and progress against milestones; flag delays or risks early.
- Support contract management, ensuring EPC performance aligns with terms and timelines.
- Verify contractor invoices, variation orders, and site deliverables before submission.
- Quality & Technical Oversight
- Ensure quality of civil, electrical, and mechanical works through inspections and acceptance protocols.
- Review technical drawings, designs, and site modifications as submitted by EPC.
- Support commissioning activities and testing before COD (Commercial Operation Date).
- Health, Safety & Environment (HSE)
- Enforce HSE protocols on site and ensure compliance with both Afghan and project-specific standards.
- Conduct regular safety meetings and toolbox talks with contractors.
- Team & Local Workforce Engagement
- Supervise site staff, local hires, and subcontractors.
- Ensure local workforce participation is in line with project and community requirements.
- Other Duties
- Facilitate visits from investors, lenders, and auditors.
- Assist with project handover to the operations team after COD.
Perform other tasks as assigned by the Country Manager, CEO, and the Shareholders.
Qualifications & Experience
- Bachelor’s degree in Electrical Engineering (preferred), or Civil / Mechanical / Construction Engineering, or related field.
- Minimum 5 years of professional experience in the energy sector (preferably in solar or thermal/gas projects).
- Proven track record in managing infrastructure or power projects through construction, commissioning, and handover phases.
- Familiarity with Afghan regulations, DABS standards, and local permitting/approval processes.
- Strong communication, reporting, and stakeholder coordination skills.
- Proficiency in MS Office (Word, Excel, Project) and basic project management tools.
- Fluency in Dari and/or Pashto and good working knowledge of English.
