- Identify potential Shelter Intervention sites in consultation with govt: agencies, ESNFI Shelter clusters, other sector partners, and communities plus field team.
- As a member of the Shelter cluster member, H/She should take part in shelter-related activities in the field.
- Technical survey & assessment in close coordination with relevant authorities and the cluster to identify the most vulnerable RHs and safe location for shelter intervention.
- Maintain effective communication with community mobilizer, CLTS facilitators and hygiene promoters.
- Maintain close links and coordination with communities and local authorities.
- Supervise the Shelter construction and repairs to ensure the work is carried out in accordance with the agreed design and plan.
- Having successful experience in implementing AHF/UNOCH-funded projects for constructing Transitional shelters, major and minor repairs of shelters, and emergency infrastructure.
- Conducting technical training for rights holders on how to implement the shelter project.
- Check that the quality of material used for shelter and infrastructure is in accordance with the ESNFI cluster environmental guideline.
- Plan and ensure full cooperation with the admin team to fulfil the desired progress within the stipulated time.
- Preparing plan for visiting all shelters based on a periodic plan to ensure their smooth implementation at the site.
- Close coordination with local authorities and solve the problem promptly to avoid any possible work and activity breaks.
- Develop all technical documents related to shelter and other repair activities, including but not limited to estimation, BoQs, scope of work, and environmental studies.
- Ensure high-quality and high-impact shelter in terms of new construction and repair works as part of wider emergency programming in selected communities.
- Perform quality assurance inspection to verify the work is performed in compliance with detailed implementation plans, technical specifications and drawings and ESNFI cluster standard.
- Document all civil field activities and perform regular inspections to check the progress of ongoing works and activities.
- Assures that proper safety standards and precautions are followed.
- Prepares and maintains records for weekly and monthly reports.
- Ensuring projects run smoothly and are completed within budget and on time.
- Provide timely updates on the status of shelters and infrastructure works to the Sr. Project Officer, project manager.
- Performing any other duties as job required or assigned by the supervisor.

Knowledge, Skills and Qualifications (Bullet Points)
- BSC-Civil Engineering, structure engineering and other engineering-relevant departments.
- Knowledge of Shelter and WASH interventions & practices
- Familiar with AHF/UNOCH-funded project implementation.
- MS Office, Auto CAD and Kobo.
- Ability to plan, schedule and supervise the site engineer (foreman) and CM. and the work of others.
- Ability to maintain records and prepare reports.
- Knowledge of safety and security measures.
Experience (Bullet Points)
- 1-3 years of relevant experience in a construction project with I/NGO.
- Prior successful experience implementing shelter projects with IRW is highly desirable.
- Preference will be given to candidates from Ghor province with relevant experience.
