duties

1. Strategic Planning and Implementation

  • Lead the establishment, development, and implementation of the Shariah review function across the institution.
  • Develop and execute the Annual Shariah Review Work Plan in alignment with institutional objectives and regulatory expectations.
  • Conduct specialized Shariah review assignments as directed by the Shariah Board or senior management.

2. Policies, Processes, and Procedures

  • Lead Shariah review of new policies or amendments to existing policies, guidelines, procedures, rules, and regulations to ensure full compliance with Shariah principles.
  • Monitor market developments, regulatory changes, and industry practices in Islamic finance and assess their impact on HMI’s operations, providing timely recommendations to the Shariah Board and Management.
  • Propose and support the implementation of process improvements to enhance efficiency, effectiveness, and Shariah compliance of institutional operations.
  • Benchmark Shariah best practices and ensure implementation of new directives issued by the Islamic Emirate of Afghanistan and/or other competent regulatory bodies.

3. Shariah Consultation and Advisory

  • Provide ongoing internal Shariah advisory services to management and operational teams based on approved Fatwas and Shariah resolutions.
  • Review and advise on contracts, agreements, and documentation related to Islamic financial products, including product structures, policies, and internal procedures.
  • Address Shariah-related inquiries, interpretations, and operational issues arising from business units.

4. Shariah Review and Compliance

  • Continuously monitor Islamic financing activities to ensure compliance with approved Fatwas, Shariah resolutions, laws, regulations, and applicable standards.
  • Prepare and submit Shariah compliance and review reports to the Shariah Board on a regular basis.
  • Prepare annual Shariah review plans and conduct internal Shariah audits across branches, departments, and operations of Hamkar Microfinance Institution.

5. Knowledge Sharing and Capacity Building

  • Design and deliver training programs for staff on Islamic finance principles, Shariah requirements, and Shariah-compliant operations.
  • Build the capacity of commercial and operational teams to ensure proper understanding and application of Shariah principles in day-to-day activities.
  • Promote a strong Shariah compliance culture across the institution.  

6. Reporting and Communication

  • Present Shariah review findings, observations, and recommendations to the Shariah Board, Management, and Board of Supervisors as required.
  • Maintain effective communication with internal stakeholders to ensure timely resolution of Shariah-related issues.

qualification

Education

  • Bachelor’s or Master’s Degree in Islamic Finance, Finance, Accounting, Economics, Business Management, Shariah, or a related field.
  • Additional certification or qualification in Islamic Banking & Finance and/or Compliance is an added advantage.

Experience

  • Minimum of 5–8 years of relevant experience in Islamic Banking & Finance or Shariah Compliance within a bank or financial institution.

Knowledge

  • Strong knowledge and understanding of Islamic finance principles and Shariah rulings applicable to financial institutions.
  • Proven experience in Shariah review, Shariah compliance, and Islamic product development within financial institutions.

Skills and Abilities

  • Willingness and ability to travel to provinces and field locations for branch and client visits.
  • Fluency in Dari and Pashto (spoken and written).
  • Strong communication skills with the ability to prepare clear, structured, and comprehensive Shariah reports.
  • High ethical standards, independence, and professional judgment.
