Essential Responsibilities & Accountabilities:
Strategic Planning and Implementation:
- Lead the development and implementation of Shariah review function;
- Develop the Annual Work Plan of Shariah review function;
- Undertake specialized Shariah review engagements as directed by Shariah Board or Management.
Policies, Processes and Procedures:
- Lead the Shariah review of new or amendment of existing policies, guidelines, processes, rules and regulations etc. to ensure compliance with Shariah rules and principles;
- Monitor new market developments and evaluate their impact upon Mutahid’s operations and activities and put up appropriate recommendations to Shariah Board and Management;
- Propose and implement process improvements within Mutahid to increase efficiency, effectiveness, and compliance of related operations;
- Benchmark Shariah related best practices and implement new directives issued by Islamic Emirates of Afghanistan and/or competent authorities/bodies.
Shariah Consultations:
- Provide internal consultation to management and operations team based on Fatwas and resolutions regarding:
- Contracts and documents related to financial products, including product development, policies, internal procedures etc;
- Shariah related inquiries, interpretations and issues.
Shariah Review:
- Continuously monitor Islamic Financing activities for compliance with resolutions, Fatwas, regulations, and standards which are issued by Islamic Emirates of Afghanistan and/or by other competent authorities/bodies;
- Submit compliance reports to Shariah Board for review of Shariah related matters;
- Prepare annual Shariah review plan and conduct internal Shariah reviews across Mutahid’s network and operations.
Knowledge Sharing and Innovation:
- Conducts training for staff on aspects of Islamic Finance and Shariah requirements;
- Build capacity of commercial staff and ensure commercial team is equipped with necessary information and knowledge so as not to violate Shariah principles.
Reporting and Communication:
- Present findings of Shariah reports to Shariah Board/Management/Board of Directors as and when required.
- Bachelor’s/Master’s Degree in Islamic Finance, Finance, Accounting, Economics, Business Management, or relevant field.
- Additional qualification or certification in Islamic Banking & Finance and/or Compliance will be an added advantage.
- 5-8 years of relevant experience in Islamic Banking & Finance or Shariah Compliance with a bank/financial institution.
Knowledge:
Strong knowledge and understanding of Islamic Finance and corresponding Shariah principals.
Well versed in conducting Shariah Financing/Compliance functions in banks/financial institutions, including product development.
Skills/Abilities:
Willing and able to travel in provinces and in the field to visit clients.
Well versed in Pushto and Dari
Strong communication skills with ability to write clear and comprehensive reports.
