Timely and thorough analysis is made to identify emergency-prone situations and contribute to early warning, WASH in emergency preparedness, anticipatory action planning for WASH component, and response in assigned provinces.

1.    Emergency preparedness and response plans address gender issues that may be expected to intensify during emergencies.

2.    Substantive professional contributions are made to the formulation of emergency plans of action, contingency plans, and monitoring compliance with plans of action.

3.    Effective analysis of available data regarding the evolving emergency and its implications for the operation is provided timely. Supports the constant flow of information and communication crucial for the planning and implementation of emergencies responses.

4.    Effectively coordinate emergency response within inter-agency humanitarian coordination, including through Area-Based Coordination approaches.

5.    Contribute to coordinated analysis and needs assessment, and related plans and reporting framework, as part of the OCHA-led humanitarian coordination as well as within the Returnees Coordination Model.

6.    Training of staff and partners, including implementing partners or partners within the humanitarian coordination architecture, in emergencies preparedness and response to enhance the emergency preparedness and response capability in the area of competence.

7.    In the event of an emergency, prompt support is provided to execute the initial operational tasks by collecting accurate information on the nature and scope of the emergency, ensuring effective telecommunications facility and staff security assistance, and promptly reporting the status as required.

8.    Timely delivery of assistance and supplies is maintained, urgent staffing requirements are identified, and the appropriate and effective use of UNICEF resources is monitored for effective project delivery.

9.    Substantive input and assistance are provided in the implementation of emergency plans of action, workplans, emergency appeals, and in the mobilization of donor response and recovery/rehabilitation-related funding.

10. Lessons learnt from UNICEF's emergency operations experience, and multisectoral integrated programming are collected and analyzed for the adoption of the best practices and standards for longer-term emergency interventions.

11. Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the provincial and district anticipatory action planning and response plans. Sectoral input is provided for all related documents of the Provincial and (targeted districts)’s Emergency Preparedness and Response, as well as for the Situation Analysis.

Ensuring construction meets specifications, implementing quality control plans, coordinating with stakeholders, tracking progress, reporting to UNICEF, verifying completed works, and participating in site inspections and meetings. Additional duties may be assigned as required.

·      Inspect and recommend the quality of the construction materials against the project specification.

·      Ensure that the construction is according to the specification and acceptable construction standards.

·      Follow and implement of quality assurance and quality control plan.

·      Coordinate with the relevant parties and make sure all the variations and change orders are reported and recorded.

·      Monitor progress of construction works against the approved work program, and report to UNICEF on a timely basis.

·      Provide updates/ highlights on progress of civil works activities on weekly basis.

·      Periodically measure the construction work and report in site workbook.

·      Verify the measurement of the completed works.

·      Carry joint inspection of the construction works with counterparts.

·      Attend the site handover, substantial and final completions.

·      Attend Periodical site meetings with Quality Assurance (QAF)” Firm and Contractor.

Ensure effective coordination, implementation, and monitoring of integrated emergency WASH, child protection, education, health, nutrition, SBC and CASH interventions for returnee and disaster- affected children, through evidence-based planning, inter-sectoral collaboration, and community engagement, thereby strengthening local response capacity and safeguarding children's rights and well-being in humanitarian settings.

·  Build and sustain effective close working partnerships with OCHA, relevant stakeholders in the Anticipatory Action Planning and Humanitarian, Basic Human Needs programming in Badakhshan

·  Participate and contribute to the provincial access severity mapping and assessment, and resource allocation prioritization

·  Coordinate and support emergency multisectoral multi-hazard response interventions for returnee and displaced children.

·   Facilitate data collection and rapid assessments on returnee children and communities affected by any disaster to inform evidence-based planning and targeted response.

·  Monitor the quality and progress of UNICEF-supported activities, including supplies, services, and partner performance, ensuring accountability and effective use of resources.

·  Engage in provincial-level coordination forums (e.g., OCT, PDC, PDMCs, EiE, WASH, Nutrition and CP sub-clusters).

·  Support SBC and AAP efforts, including mobilizer training, community feedback collection, and dissemination of life-saving messages to promote service uptake and social behavior change.

·  Liaise with government counterparts, implementing partners, and community structures to strengthen local capacity in emergency preparedness and response.

· Perform any other tasks assigned by UNICEF’s Chief Field Office, Head of Outpost and Emergency Officer to support integrated humanitarian programming and timely reporting.

Coordinate and facilitate UNICEF Humanitarian and BHN response in target districts for Drought Anticipatory Action Planning, Integration and returnee host communities for WASH, Health, Nutrition, Polio Education, CP, SBC, (Livelihood/Cash), Emergency

· Coordinate and work with the multisectoral provincial team to consolidate the Provincial Operational Plan of the UNICEF Programme Implemented in the assigned Province – with clarity of the annual targets, allocated budget, reach for respective sectors against the AWP indicators, etc

·  Liaise with the UNICEF staff, extenders, implementing partners, and the DFA (Governor, DG, and act as a focal person to all extenders in the province on any issues affecting performance of the extenders.

· Coordinate  with  the  Extenders,  engage  UNICEF  and  facilitate  prompt  corrective  measures  of bottlenecks and ensure close follow up on the suggested corrective actions.

· Coordinating a simple progress tracker of the activity timeline – through the UNICEF Multisectoral team, monthly multisectoral meetings with Extenders and implementing partners in the assigned Area.

· Coordinate and conduct at least two joint multisectoral scheduled PMVs/ field visits to verify and validate data received from partners and extenders – upon a sampling of reports received by Ips or Extenders from the field.

· Update the Emergency Officer and the Head of Outpost on progress and any challenges encountered during the implementation of Multisectoral joint PMVs or UNICEF initiatives in the province.

· Coordinate inter-sectoral rapid assessment and humanitarian response at the onset of any emergency occurring in the province.

·  Support supervisor in risk assessment and mitigation planning.


TASKS TO BE PERFORMED:

WASH Programme implementation Monitoring & Reporting

1)    Close coordination and communication with key stakeholders.

2)    Monitor progress of construction works against the approved work program, and report to UNICEF on timely basis.

3)    Arrange meeting with QAF &Contractor & UNICEF, and prepare comprehensive report to UNICEF.

4)    Conduct regular site visits (three to four times per month).

5)   Monitor the Quality of work in terms of conformance with the design drawings, specifications and materials as per contract and Bills of Quantities.

6)    Keep all Work Plans (Programs of Work) updated as a tool to monitor Progress of construction work. Identify  any  potential  delays  in  advance; provide necessary feedback for preparation of crash/remedy Programme.

7)    Identify problems and constraints and take necessary actions upon discussion with the contractor.

8)   Hold site meetings with QAF and Contractor to discuss the progress, address critical issues and undertake corrective measures accordingly.

9)    In consultation with QAF and contractor and approval from UNICEF make sure addition and deletion in BOQ is documented and UNICEF informed. This requires specifically the calculation of quantities in variations.

Coordination and Joint Program Monitoring Visits

10) Attend OCT meetings and other coordination forums in the province and update the Head of Outpost, OCHA, Emergency Officer and CFO.

11) Support Head of Outpost and OCHA in scheduling and coordinating the provincial joint monthly monitoring plans together with the provincial multisectoral OCT team.

12) Convene face to face (and occasionally) virtual monthly coordination meetings with extenders in the province - focus on administrative and logistical bottlenecks - update various sections in Mazar.

13) Keep an eye on humanitarian situation trends and alert the Mazar Field Office if any sudden change happens in the humanitarian situation in the province.

14) Participate in joint need assessments and coordinate UNICEF’s response at the field level.

15) Coordinate undertaking of joint field visits to monitor and assess program implementation and bottlenecks affecting programme implementing in the province.

16) Participate in the monthly PDC/ OCT meetings quarterly, midyear and annual provincial review meetings with government counterparts and implementing partners.

Provincial Sensitization and technical support

17) In coordination with the Emergency Officer, Head of Outpost, CFO and section heads, coordinate sensitization and joint technical support missions to provide line department authorities with technical support and guidance on the ABC modality.

18) In coordination with the Emergency Officer, Planning Monitoring Specialist and CFO, ensure the building or reinforcing of the commitment and institutional capacities of the partners starting with taking a strategic approach to the identification of potential and existing partnerships in the province.

DELIVERABLES:

•    Engineer/ Area Based Coordinator should establish/maintain close coordination with key stakeholders

•  Close monitoring of construction works for implementation Construction works according to project technical drawings BOQ and contract timeline.

•    Complete technical report about site specific issues should be shared with UNICEF for further action & record.

•    Field Monitoring notes and photos for the site inspection made documented in weekly reports.

•   Any Quality Assurance and Quality control issues documented in progress report. Results of Slump tests and Cube tests will be included in monthly reports.

•    Work plans should be displayed on construction site and a copy included in monthly reports.

•    Record Action Points of meetings held and include in the monthly report.

•    Report to UNICEF if there is any need for amendments. Submission of calculations of quantities for all amendments is required.

•    Record all visits to sites in the Site Journal and include in Monthly Report.

•    Weekly/monthly reports sent to UNICEF on regular basis.

•   Provides weekly/monthly situation updates to the Emergency Officer/CFO on emerging issues and changes to the humanitarian situation in the assigned provinces.


qualification

Qualifications or specialized knowledge/experience required for the assignment:

•    University degree in Civil Engineering from a well-recognized university.

•    Five years’ experience in building construction and project supervision, preferably in civil work, vertical structures and RCC designs.

•   The applicant should have a university degree or equivalent from a recognized University, with a minimum of Five years working experience in the development sector including coordination and emergencies.

•    Good Computer skills in Ms Office, Ms Project, and Auto Cad

•    Very good Report writing skills in English & local languages.

•    Experience in humanitarian coordination architecture

•    Experience in integrated multisectoral programming

•    Experience in information management, planning, monitoring and reporting

•    Knowledge of the local languages and English language both written and spoken is a must

Duty Station:

The Senior WASH Manager and Area Based Coordinator will be based in Faizabad city, Badakhshan province, and cover Takhar province.
