Research Design & Methodology (30%)
- Design comprehensive mixed-methods research frameworks including quantitative surveys, qualitative interviews, and stakeholder mapping exercises
- Develop sampling strategies ensuring geographic and demographic representation across urban, rural, and remote areas
- Create research instruments including structured questionnaires, key informant interview guides, and focus group discussion protocols
- Ensure methodological rigor aligned with international research standards and best practices
- Adapt research approaches to Afghanistan's complex operating environment
Survey Operations & Field Management (35%)
- Plan and oversee large-scale data collection across multiple provinces
- Recruit, train, and supervise field teams including enumerators, supervisors, and quality controllers
- Establish and manage digital data collection systems (KOBO Toolbox, ODK, or similar platforms)
- Implement real-time data quality monitoring and validation protocols
- Coordinate logistics including transportation, security, and provincial access
- Troubleshoot field challenges and adapt operations as needed
Stakeholder Engagement & Primary Research (20%)
- Conduct key informant interviews with private sector actors, industry associations, service providers, and policy stakeholders
- Facilitate focus group discussions with diverse participant groups
- Build and maintain relationships with research participants and local partners
- Ensure ethical research practices and informed consent protocols
Analysis & Reporting (15%)
- Lead data analysis using appropriate quantitative and qualitative methods
- Synthesize findings into clear, actionable insights
- Produce high-quality research reports, presentations, and policy briefs meeting international standards
- Present findings to clients and stakeholders
- Contribute to organizational learning and methodology refinement
Experience:
- Minimum 8 years of progressive experience in research management, survey operations, or M&E in Afghanistan
- Demonstrated track record leading multi-province data collection exercises with sample sizes of 3000+ respondents
- Experience conducting private sector assessments, market research, value chain analysis, or business environment studies strongly preferred
- Prior work with international organizations (UN agencies, development banks, bilateral donors, INGOs) required
- Experience managing field teams of 50+ enumerators across challenging operational contexts
- Familiarity with Afghanistan's private sector landscape including health providers, education institutions, financial services, or similar sectors advantageous
Technical Skills:
- Expert-level proficiency in quantitative and qualitative research methodologies
- Hands-on experience with mobile data collection platforms (KOBO Toolbox, ODK, SurveyCTO)
- Strong data analysis skills using SPSS, Stata, Excel, or similar software
- Excellent report writing and data visualization capabilities
- Understanding of sampling techniques, statistical analysis, and quality assurance frameworks
Management & Soft Skills:
- Proven ability to manage multiple workstreams and meet tight deadlines
- Strong leadership skills with experience supervising diverse teams
- Excellent interpersonal skills for stakeholder engagement at all levels
- Problem-solving ability in complex and dynamic environments
- Cultural sensitivity and understanding of Afghan social norms
- Ability to work independently with minimal supervision
Language Requirements:
- Fluent English (written and spoken) – Required
- Fluent Dari – Required
- Fluent Pashto – Required
- Additional languages advantageous
Other Requirements:
- Willingness and ability to travel extensively within Afghanistan (up to 50% travel)
- Valid Afghan national ID or work authorization
- Flexibility to work under pressure and adapt to changing circumstances
- Commitment to research ethics and data confidentiality
Qualifications:
Education:
- Master's degree in Economics, Business Administration, Public Health, Social Sciences, International Development, Statistics, or related field – Required
- PhD or additional certifications in research methods, M&E, or private sector development – Preferred
Certifications (Preferred):
- Project Management Professional (PMP) or equivalent
- Training in advanced research methods or statistical analysis
- MEAL/M&E certifications
