duties

  • Responsible for planning, organizing, and implementing Shelter and Community Infrastructure activities at the field level and coordinating with PM, CO technical team and relevant cluster.
  • Responsible for planning, organizing, and Shelter and Community Infrastructure activities (Shelter and settlement, camp management).
  • Responsible for supervision, monitoring, and evaluation of the Shelter and Community Infrastructure activities, Cash for work, skilled and unskilled work market in Afghanistan 
  • Follow up of the construction process in the targeted districts to ensure standard and qualitative systems are established to build natural hazards resilient shelters for affected population. 
  • Coordinate with the Logistics team and ensure logistics systems are understood (procurement, transport, storage, communications,) estate/buildings management, asset management, etc.
  • Coordinate and manage Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Provincial Manager and the Shelter SPO.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Establishing a sound coordination system with all project staff.
  • Perform any other task as assigned by line managers.

Essential:

 

Knowledge, Skills, and Qualifications (Bullet Points)


·      Graduated from a recognized Engineering Faculty or equivalent Degree in Civil Engineering or Shelter and Community Infrastructure

·      Prior successful experience implementing shelter projects with IRW is highly desirable.

·      Preference will be given to candidates from Ghor province with relevant experience.

·      At least 3-5 years of technical supervision implementing Shelter and Community Infrastructure-related interventions.

·      Experience in capacity building and training of staff

·      Experience in leading project staff, logistics, and admin Management

·      High level of communication, interpersonal, representation, and negotiation skills

·      Good understanding and programmatic experience on various cross-cutting issues such as gender, protection, and environment.

·      Goal-oriented with the ability to work under pressure, independently, and with limited supervision. 

·      Experience in Shelter and NFI’s assessment methodologies

·      Preference will be given to local candidates.

·      Knowledge of safety and security measures.

·      Can work in a stressful environment and can meet deadlines.

·      Have time management skills.


Desirable:


·      Relevant experience of working with humanitarian/development sector/INGOs

·      Working knowledge of the regional languages of Afghanistan.

·      English fluency, both written and verbal. Knowledge of the local language.

·      Experience in staff supervision, teaching delivery, mobilization, teamwork, and reporting.

·      Experience in implementing AHF/UNOCH-funded projects and familiarity with CHR region of Afghanistan.
