مسؤولیت‌ها و وظایف
مشوره‌دهی تخنیکی در تمام چرخه پروژه‌ها
- ارایه مشوره‌های تخنیکی در مراحل مختلف پروژه‌ها (پلان‌گذاری، مطالعات امکان سنجی، دیزاین، تدارکات، تطبیق، نظارت و ختم)
- تحلیل موانع تخنیکی، تاخیرات و چالش‌های اجرایی پروژه‌ها و تهیه پلان‌های اصلاحی
- مرور و ارزیابی اسناد پروژه‌ها شامل نقشه‌ها، مشخصات تخنیکی، بودجه تخمینی، و اسناد تدارکاتی
- ارائه نظریات اصلاحی برای بهبود کیفیت، شفافیت و شفاف سازی مراحل پروژه‌ها
طراحی و معیاری‌سازی سیستم‌های مدیریت پروژه
- همکاری در تدوین، بازنگری و معیاری سازی طرزالعمل‌ها، فورم‌ها و سیستم‌های مدیریت پروژه در سطح وزارت
- ایجاد شاخص‌های نظارتی برای مدیریت زمان، هزینه، کیفیت و محدوده پروژه‌ها
- همکاری در انکشاف داشبورد دیجیتالی برای نظارت مؤثر پروژه‌ها و ترتیب گزارش‌های پیشرفت (حسب ضرورت)
هماهنگی با تیم‌های پروژه و ریاست‌های تخنیکی
- ارائه مشوره به مدیران پروژه و تیم‌های مربوطه برای حل چالش‌های تخنیکی در جریان تطبیق پروژه‌ها
- پیگیری هدایات مقام معینیت آب با ریاست‌های مربوطه جهت تضمین تطبیق آن‌ها(در صورت نیاز)
- سهم گیری فعال در جلسات رسمی، کمیته‌های تخنیکی، گروپ‌های کاری، و ارایه نظریات مؤثر
سهم گیری در پلان گذاری سالانه و اصلاحات ساختاری (حسب هدایت)
- همکاری در تدوین پلان سالانه معینیت آب با تأکید بر انطباق با اولویت‌های ملی و سکتوری
- ایجاد هماهنگی میان واحدهای ذی‌ربط جهت تضمین مالکیت و تطبیق مؤثر پلان کاری
- اشتراک در روند بازنگری ساختار تشکیلاتی، شرح وظایف و بهبود نقش حوزه‌های دریایی و مرکز
ارتقای ظرفیت و سایر وظایف محوله
- حمایت از برنامه‌های ارتقای ظرفیت کارمندان و انتقال تجارب در چوکات وظیفه
- مشوره‌دهی در مطالعات سکتوری، تحلیل پالیسی‌ها و تهیه اسناد تحلیلی در صورت نیاز
- انجام سایر وظایف مرتبط به هدایت مقام وزارت مطابق قوانین و مقررات نافذه
شرایط و شایستگی‌ها
تحصیلات
- سند ماستری در رشته‌های انجنیری سیول، مدیریت منابع آب، مدیریت پروژه یا رشته های مرتبط
تجربه کاری
- حداقل ۵ سال تجربه کاری ازجمله ۴ سال مربوط مدیریت پروژه‌های بزرگ بخش آب باشد
- آشنایی با ساختار اداری، مدیریتی، تدارکاتی و بودجه سازی امارت اسلامی افغانستان، قرارداد های بین المللی و چارچوب‌های تطبیق پروژه
مهارت های تخنیکی
- آگاهی کامل از پروژه‌های بندسازی، آبیاری، پالیسی و مقررات سکتور آب
- تسلط بر پلان‌گذاری پروژه، مدیریت خطرات و کنترول کیفیت پروژه های انکشافی
- (MS Project، Excel، AutoCAD، GIS و غیره) آشنایی با نرم‌افزارهای مرتبط
مهارت‌های فردی
- مهارت عالی در برقراری ارتباط، نوشتن، و مشوره‌دهی
- توانایی مدیریت همزمان چندین وظیفه با دقت و نظم
- برخورد مسلکی، تحلیل محور، و راه حل گرا
- توانایی رهبری و کار گروپی مؤثر در محیط اداری و رسمی

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.
The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).
Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.
