- Serve as the lead advisor on enterprise system design and architecture
- Provide strategic oversight and expert guidance to the MIS department on analysis, design, and development of information systems
- Lead organization-wide assessments of existing systems to identify inefficiencies, duplication, or gaps in functionality
- Develop high-level systems design, architecture, and integration plans for cross-departmental platforms
- Evaluate and recommend innovative digital solutions to enhance service delivery, data governance, and organizational productivity
- Supervise feasibility studies, cost-benefit analyses, and technology evaluations
- Provide direction on system modernization, data migration, and implementation methodologies
- Represent the R&D Directorate in internal and external technical working groups related to digital transformation and system innovation
- Prepare comprehensive documentation, including system specifications, business requirements, technical manuals, and training guides
- Provide regular progress reports, system evaluation summaries, and recommendations to the Director of R&D and executive leadership
- Mentor junior system analysts and specialists across relevant departments to build internal technical capacity
- Ensure adherence to data privacy, cybersecurity, and national/international standards in all system-related projects
- Bachelor’s degree in Computer Science, Information Systems or Software Engineering
- Master’s degree is preferred
- Minimum of 5years of relevant experience in system analysis and design
- Familiarity with business process modeling tools and system development lifecycle (SDLC)
- Experience with utility or public sector systems is an asset
- Strong understanding of MIS tools used in utilities or large-scale public organizations
- Proven leadership in cross-functional team environments and high-level advisory roles
- Excellent analytical, strategic planning, and problem-solving skills
- Strong communication and coordination abilities
- Familiarity with digital transformation strategies, cybersecurity frameworks, and data standards
- Proficiency in system modeling tools, ERPs, and business intelligence platforms
- Proficiency in Microsoft Office Suite, SQL, and system documentation software
- Excellent analytical and problem-solving skills
- Solid knowledge of system development life cycles (SDLC)
- Strong problem-solving and teamwork skills
- Basic knowledge of cybersecurity principles and system quality assurance
- Fluency in English and one national language (Dari or Pashto)
