Quality & Control
- Lead the development, implementation, and enforcement of project-specific quality control plans for asphalt road works.
- Supervise, technicians, and laboratory staff to ensure accurate and timely material testing.
- Inspect asphalt plants, paving operations, and construction sites to verify compliance with specifications.
- Oversee mix design verification, temperature control, compaction, and density testing.
- Review and approve test results, inspection reports, and corrective action plans.
Project Support & Compliance
- Ensure all works meet international (ASTM, AASHTO) and Afghan quality standards.
- Maintain up-to-date documentation including inspection logs, test certificates, and non-conformance reports.
- Work closely with the Project Manager to address quality-related issues promptly.
- Coordinate with consultants, donors, and government agencies for quality inspections and approvals.
Team Management & Training
- Mentor QC staff on best practices in asphalt paving and testing methods.
- Ensure adherence to health, safety, and environmental (HSE) regulations in all QC activities.
- Conduct toolbox talks and technical workshops for field staff.
Reporting & Documentation
- Prepare detailed daily, weekly, and monthly quality control reports for management and clients.
- Keep records of all test results and quality inspections for final project handover.
- Maintain BOQs, material approval documents, and compliance checklists.
Education
- Bachelor’s degree in civil engineering.
Technical Skills
- Bachelor’s degree in civil engineering or related field (master’s preferred).
- Minimum 10 years of proven experience in asphalt road projects with a strong background in quality control.
- Expert knowledge of asphalt production, paving techniques, and road construction testing methods.
- Proficiency in MS Office; familiarity with AutoCAD, MS Project, or Primavera is an asset.
- Understanding of Afghan road construction regulations and donor compliance requirements.
Management & Leadership
- Strong leadership and communication skills with the ability to manage diverse teams.
- Proven decision-making and problem-solving abilities in the field.
- High integrity, accountability, and attention to detail.
Preferred Competencies
- Certification in asphalt mix design, quality control, or related fields.
- Experience with donor-funded or government infrastructure projects.
Ability to work effectively in challenging or remote environments.
