Terms of Reference (ToR) 

Position Title: Regional Coordinator 

Duty Stations: Kabul, Mazar-i-Sharif, Herat, Kandahar, Jalalabad 

Reports to: Health Programme Manager 

Positions Available: 5 (one per region) 

Contract Type: Individual Consultant 

Duration: 12 months with possible extension up to 24 months 


Key Responsibilities: 

Programme Coordination 

  • Coordinate the planning, organisation, and delivery of training activities and other Lapis programmes at regional/provincial level. 
  • Establish strong liaison with: 
  • MoPH and other relevant DFA regional and provincial authorities, 
  • Provincial Health Coordination Committees (PHCC), 
  • Health NGOs implementing BPHS/EPHS and other healthcare programmes, 
  • Regional hospitals and health centres for participant selection and internship arrangements. 
  • Support the alignment of training activities with MoPH standards and Lapis Group guidelines. 

Administration 

  • Oversee logistical arrangements, including scheduling, venues, materials, and supplies. 
  • Ensure accurate documentation of training sessions, participant attendance, and completion records. 
  • Act as the key organiser and focal point for Regional Training Centre activities, ensuring smooth day-to-day functioning. 

Monitoring and Evaluation 

  • Monitor training delivery to ensure quality and adherence to curricula. 
  • Collect and analyse training data, including participant progress and feedback. 
  • Contribute to evaluation reports, highlighting challenges, risks, and solutions. 

Leadership and Management 

  • Supervise and support trainers, facilitators, and clinical sites engaged in the programme. 
  • Oversee the regional budget allocations in coordination with the central finance team. 
  • Ensure compliance with organisational policies, donor requirements, and security considerations.

Qualifications and Experience: 

  • Graduate degree in Medicine, Nursing, Midwifery, Public Health, or related health field (Master’s in Public Health is an asset). 
  • Minimum five (5) years of relevant experience in training coordination, health workforce development, or programme management in Afghanistan. 
  • Proven experience liaising with MoPH structures, health NGOs, and healthcare facilities. 
  • Strong skills in stakeholder engagement, problem-solving, and conflict resolution, particularly in sensitive operational environments. 
  • Experience in managing training programmes under challenging or disrupted conditions is an asset. 

Skills and Competencies: 

  • Excellent organisational, coordination, and time management skills. 
  • Strong communication and interpersonal abilities, with the capacity to engage stakeholders at all levels. 
  • Highly flexible, adaptive, and creative in managing operational challenges. 
  • Knowledge of training methodologies, instructional design, and digital learning tools. 
  • Proficiency in MS Office (Word, Excel, PowerPoint); familiarity with learning management systems is an advantage. 
  • Languages: Fluency in Pashto, Dari, and English (written and spoken).
