1) QA/QC System Implementation
- Implement and monitor the Project Quality Management System (QMS) in line with ISO 9001 and project requirements.
- Prepare, review, and maintain:
- Project Quality Plan (PQP)
- Inspection & Test Plans (ITPs)
- Quality procedures, checklists, and inspection formats
- Ensure proper control of quality records, document revisions, and traceability.
2) Incoming Material Inspection & Traceability
- Perform incoming inspection and verification of key materials and equipment:
- Substation: Power transformers, switchgear (AIS/GIS), CT/VT, surge arresters, insulators, busbars, panels, batteries/chargers, cables
- Transmission line: Tower steel members, bolts/nuts, insulators, conductors, OPGW/earthwire, fittings, jointing kits, spacers, dampers
- Verify compliance with approved datasheets, technical approvals, mill certificates, and test certificates.
- Ensure material identification, preservation, storage conditions, and traceability records are maintained.
- Substation QA/QC Responsibilities (220kV)
3) Civil & Structural Works Inspection
- Inspect and witness civil works including:
- Excavation, backfilling, compaction tests
- Rebar, formwork, concrete pouring and curing
- Cable trenches, ducts, buildings, drainage systems
- Ensure compliance with drawings, mix designs, testing frequency, and approved ITPs.
4) Electrical Installation Inspection
- Inspect installation of major substation equipment such as:
- Transformers, breakers, disconnectors, busbars, CT/VT, earthing switches
- Cable laying, glanding, termination, and ferruling
- Control and relay panels, wiring checks, and marshalling kiosks
- AC/DC systems, UPS, battery banks, and chargers
- Verify alignment, torqueing, clearances, earthing/bonding, and workmanship quality.
5) Testing & Commissioning Quality Support
- Witness and verify testing activities, ensuring approved procedures and calibrated instruments:
- Transformer tests (IR/PI, ratio, winding resistance, OLTC)
- Switchgear functional tests, timing tests (as applicable)
- CT/VT polarity & ratio tests, secondary injection support
- Relay protection testing (secondary injection, logic/interlocks)
- SCADA/RTU checks and communication testing
- Earthing resistance testing
- Ensure test reports are correctly completed, reviewed, and approved.
- Transmission Line QA/QC Responsibilities (220kV)
6) Foundation & Civil Works Quality Control
- Inspect tower foundations including:
- Excavation dimensions and levels
- Rebar placement, formwork checks
- Concrete pouring, cube/slump tests, curing
- Stub setting, template alignment, and backfilling
- Ensure testing records and inspection approvals are maintained.
7) Tower Erection & Structural Quality Control
- Inspect tower assembly and erection:
- Member orientation and correct part usage
- Bolt tightening and torque checks
- Galvanization condition verification
- Plumb checks and structure alignment
- Installation of anti-climbing devices, danger plates, tower numbering
- Monitor erection quality and completeness per approved drawings.
8) Stringing, Sagging & OPGW Quality Control
- Inspect and witness conductor and OPGW activities:
- Tension stringing setup, equipment calibration and condition
- Compression jointing and dead-end fittings installation
- Sagging works per sag charts and weather corrections
- Clipping-in, spacer/damper installation
- Clearances and crossing protection compliance
- Witness OPGW splicing and testing (OTDR reports, splice records).
- General QA/QC Responsibilities
9) Non-Conformance & Corrective Actions
- Raise, review, and manage NCRs (Non-Conformance Reports).
- Track corrective/preventive actions (CAPA) and verify closure effectiveness.
- Support root cause analysis and prevent recurrence.
10) Audits & Quality Reporting
- Conduct internal quality audits and support client/third-party audits.
- Provide weekly/monthly QA/QC reports including:
- Inspection status, hold/witness points
- NCR trends and closure performance
- Materials inspection status
- Key quality risks and mitigation actions
11) Final Handover & Documentation
- Ensure all quality documentation is completed for handover, including:
- Inspection reports and checklists
- Material certificates and approvals
- Test reports, calibration records
- As-built drawings and red-line markups coordination
- Mechanical Completion (MC) and commissioning dossier support
- Support punch list creation and closure tracking.
Bachelor’s degree in Electrical Engineering / Civil Engineering / Mechanical Engineering (or equivalent).
5–10+ years QA/QC experience in HV projects (preferably 132kV / 220kV and above).
Experience in substation construction + overhead transmission line projects is highly preferred.
Required Skills & Knowledge
- Strong understanding of QA/QC systems, ISO 9001 principles, and construction quality procedures.
- Knowledge of relevant standards and practices:
- IEC / IEEE / utility standards
- Transmission line erection & stringing standards
- Ability to interpret:
- Single line diagrams, GA drawings, control schematics
- Tower schedules, foundation drawings, route profile drawings
- ITPs, method statements, project specs
- Good documentation and reporting discipline.
Tools & Software (Preferred)
- MS Office (Excel/Word/PowerPoint)
- Ability to manage inspection records and punch lists digitally
- Familiarity with AutoCAD drawings (viewing/markup) is an advantage
- Certifications (Preferred / Advantage)
- ISO 9001 Internal Auditor certification
- NEBOSH / IOSH / OSHA (Safety awareness preferred)
- First Aid certification is a plus
