duties

Strategic Project Leadership & Delivery:

  • Provide overall strategic leadership, technical direction, and management for the successful initiation, planning, execution, monitoring, and closure of the project.
  • Develop and manage detailed project work plans, ensuring all activities are aligned with project objectives, donor requirements, and organizational strategy.
  • Ensure the project achieves its intended outcomes and deliverables on time, within scope, and budget, proactively identifying and mitigating risks.


Team Management & Capacity Building:

  • Lead, mentor, and supervise the project team (including officers and field staff), fostering a collaborative and high-performance work environment.
  • Clearly define roles, responsibilities, and performance expectations; conduct regular performance reviews and support the professional development of team members.
  • Coordinate the work of partners and consultants, ensuring clear communication and integration of efforts.


Financial Management & Compliance:

  • Hold primary accountability for the project budget (often multi-million dollar), ensuring all expenditures are compliant, prudent, and accurately coded.
  • Oversee financial forecasting, review monthly financial reports, and implement necessary budget revisions in consultation with the Finance Department.
  • Ensure strict adherence to all donor (e.g., UNDP, UN agencies, institutional donors) regulations and organizational financial, procurement, and administrative policies.


Stakeholder Engagement & Representation:

  • Serve as the primary representative of the project to government authorities, UN agencies, donors, community leaders, and other key stakeholders.
  • Build and maintain strong, collaborative partnerships to leverage resources, ensure alignment with national priorities, and guarantee project sustainability.

Organize and lead regular coordination meetings, steering committee sessions, and field visits with stakeholders.


Monitoring, Evaluation, Reporting & Learning (MERL):

  • Oversee the project's Monitoring & Evaluation (M&E) framework, ensuring robust data collection, analysis, and reporting on output, outcome, and impact indicators.
  • Prepare and submit high-quality, timely narrative and financial reports to donors and headquarters as per agreed schedules.
  • Document lessons learned, best practices, and success stories to contribute to organizational knowledge and program improvement.
  • Technical Oversight & Quality Assurance:
  • Provide technical oversight to ensure all project interventions (livelihoods, infrastructure, natural resource management) meet agreed-upon quality and sector standards.
  • Ensure the mainstreaming of cross-cutting themes—specifically gender equality and social inclusion (GESI), climate resilience, environmental sustainability, and accountability to affected populations (AAP)—into all project activities and strategies.
  • Conduct regular field visits to monitor progress, verify data, and provide on-the-ground technical and operational support.


Security, Safeguarding & Risk Management:

  • In close coordination with the Security Focal Point, ensure the safety and security of all project staff and assets, adhering to the organization's security protocols.
  • Uphold and enforce the organization's Code of Conduct and safeguarding policies (PSEA - Protection from Sexual Exploitation and Abuse), ensuring a safe and respectful environment for staff, partners, and beneficiaries.
  • Maintain a comprehensive project risk register and update mitigation strategies regularly.

Educational Qualifications:

  • Mandatory: Master’s degree in Project Management, Rural Development, Environmental Science, International Development, Business Administration, or a related field.
  • Acceptable Alternative: Bachelor’s degree in a relevant discipline with an additional 2–3 years of demonstrated project management experience at a senior level.


2. Professional Experience:

  • Minimum of 7–9 years of progressive experience in project/program management within the development or humanitarian sector, with at least 3 years in a managerial role.
  • Proven experience in full project cycle management (planning, implementation, monitoring, reporting, and closure) for donor-funded projects
  • Strong background in managing projects related to climate resilience, infrastructure, natural resource management, and/or livelihoods.
  • Demonstrated experience in financial oversight, budget management (often exceeding $500,000), and ensuring compliance with donor regulations (UN, USAID, EU, etc.).
  • Previous experience working in Afghanistan or similar complex and fragile contexts is highly desirable.
  • Experience with third-party monitoring (TPM), capacity building, and stakeholder coordination with government, UN, NGOs, and communities.


3. Leadership & Management Competencies:

  • Proven ability to lead, mentor, and supervise diverse teams in remote and challenging environments.
  • Strong interpersonal and negotiation skills with the ability to build and maintain effective partnerships.
  • Experience in team capacity building and performance management.
  • High level of cultural sensitivity and ability to work in a multicultural setting.


4. Technical & Sector-Specific Skills:

  • Expertise in mainstreaming cross-cutting themes, including gender equality, environmental sustainability, and protection principles.
  • Proficient in results-based management (RBM), monitoring and evaluation (M&E) frameworks, and data-driven reporting.
  • Strong understanding of climate adaptation strategies and community-based development approaches.
  • Familiarity with procurement and logistics procedures in compliance with donor requirements.
  • Experience in risk management and the ability to operate under pressure with limited supervision.


5. Financial & Compliance Competencies:

  • Solid experience in financial management, forecasting, and budget tracking.
  • Knowledge of donor compliance standards (e.g., UN, INGO) and audit preparedness.
  • Experience using financial software and tools (e.g., QuickBooks, ERP systems) is an advantage.
  • 6. Communication & Reporting Skills:
  • Excellent report-writing skills in English, with a proven ability to produce timely donor reports (narrative and financial).
  • Fluency in English is mandatory. Proficiency in Dari and/or Pashto is a significant advantage.
  • Strong presentation and facilitation skills for meetings with stakeholders at all levels.

8. Preferred Certifications & Additional Assets:

  • Professional certification in Project Management (PMP, PRINCE2) is highly preferred.
  • Training or certification in gender mainstreaming, climate change adaptation, or security management is an advantage.
  • Experience with digital data collection tools (Kobo, ODK) and project management software (MS Project, Asana, etc.).
