Project Field Supervisor-Civil Engineer (WASH)

duties

Key Responsibilities

A. Technical Supervision and Implementation

·       Oversee day-to-day field activities related to drilling of wells, installation of solar systems, construction of water storage tanks, and extension of water networks.

·       Ensure all works are carried out in accordance with technical drawings, specifications, and QRCS/WASH engineering standards.

·       Supervise contractors and field workers to ensure quality control, safety, and adherence to work schedules.

·       Verify technical feasibility of proposed sites and assist in site selection and design validation.

·       Conduct regular site inspections and ensure corrective actions are taken promptly to resolve technical issues.

·       Maintain up-to-date records of construction progress, quantities, and materials used.

·       Ensure the protection and appropriate use of project equipment and materials.

B. Coordination and Communication

·       Coordinate closely with QRCS technical team, contractors, local authorities (MRRD, DoRR, DoEc), and community representatives to ensure smooth implementation.

·       Facilitate technical meetings and site visits with stakeholders and ensure transparency in project execution.

·       Prepare and share weekly and monthly progress updates with the Projects Implementation Officer.

·       Ensure compliance with local regulations and obtain necessary technical approvals from relevant government entities.

C. Monitoring, Quality Assurance, and Reporting

·       Conduct continuous monitoring of construction quality, materials, and workmanship.

·       Prepare daily, weekly, and monthly site reports including photos, measurements, and progress summaries.

·       Ensure borehole testing, water quality analysis, and pump performance tests are conducted and documented.

·       Maintain accurate data on all constructed structures, including GPS coordinates, depths, and capacities.

·       Identify potential implementation risks (technical, logistical, or security) and report them with proposed mitigation measures.

·       Support in preparing project completion reports and as-built documentation.

D. Risk Management, Safety, and Compliance

·       Ensure adherence to QRCS safety and environmental standards during all construction activities.

·       Follow and enforce compliance with QRCS’s humanitarian, safeguarding, and PSEA (Protection from Sexual Exploitation and Abuse) policies.

·       Take proactive measures to ensure the security and safety of staff and assets at project sites.

Qualifications and Experience

Education:

  • Bachelor’s degree in Civil Engineering, Water Resources Engineering, or related field (Master’s preferred).

Experience:

  • Minimum 3 years of practical experience in field supervision and implementation of WASH infrastructure projects.
  • Proven experience in drilling of boreholes, water networks, solar-powered water systems, and community water supply projects.
  • Previous experience working with international NGOs or humanitarian organizations in Afghanistan preferred.
  • Knowledge of AutoCAD, MS Office, and engineering software for quantity estimation and reporting.

Languages:

  • Fluency in Pashto and Dari (spoken and written).
  • Working knowledge of English is required.

Skills and Competencies:

  • Strong technical and analytical skills in civil and water engineering.
  • Ability to read and interpret engineering drawings and BOQs.
  • Excellent communication and reporting skills.
  • Proven coordination skills with government authorities and local communities.
  • Good understanding of humanitarian principles and WASH standards (Sphere, WHO).

Working Conditions

  • Based in Kandahar and Zabul provinces (one position for both provinces).
  • Frequent travel to rural and remote project sites under varying field conditions.
  • Ability to work independently and under pressure in challenging environments.
