duties

Key Responsibilities

1. Project Financing & Donor Engagement

  • Prepare financing proposals, loan applications, and grant submissions to banks, DFIs, and donors.
  • Develop financial models, budgets, and projections to support funding requests.
  • Ensure compliance with financial institution and donor requirements.

2. Offtaker Engagement & PPAs

  • Prepare proposals, feasibility studies, and commercial packages for submission to DABS and other offtakers.
  • Lead communications with offtakers to align project proposals with procurement standards.
  • Support PPA negotiations, including tariff structures, risk allocation, and contract terms.

3. Stakeholder Relations & Coordination

  • Represent the company in meetings with international donors, local banks, DABS, government agencies, and development partners.
  • Maintain follow-up on submitted proposals, PPAs, and financing applications.
  • Build strong relationships with potential investors, lenders, and offtakers.

4. Project Development Support

  • Coordinate with engineering and technical teams to ensure projects meet bankability and offtaker requirements.
  • Support feasibility studies, due diligence, and project structuring.
  • Align project timelines with financing and PPA approval schedules.

5. Reporting & Documentation

  • Prepare management reports on progress of proposals, PPA negotiations, and financing opportunities.
  • Maintain a database of financing sources, donor opportunities, and offtaker procurement programs.
  • Draft presentations, briefing papers, and project profiles for external stakeholders.

 

6. Other Duties

  • Assist management in financing and PPA negotiations.
  • Monitor energy sector trends and advise on new opportunities.
  • Perform related tasks as required by management.





qualification

Qualifications & Experience

  • Bachelor’s degree in Business Administration, Finance, Economics, or Engineering. Master’s degree preferred.
  • Minimum 5 years of professional experience in project development, finance, or donor/utility relations (preferably in the energy sector).
  • Proven experience in preparing proposals and feasibility studies for energy projects.
  • Knowledge of Afghan energy sector regulations, especially DABS procurement and PPA requirements.
  • Familiarity with international financial institutions (World Bank, ADB, UNDP) and commercial bank lending.
  • Excellent financial modeling, proposal writing, and presentation skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Fluency in English and Dari. Good working knowledge of Pashto

  • Ability to balance donor, bank, and utility requirements.
  • Strong stakeholder management and negotiation skills.
  • Self-motivated and able to manage multiple projects simultaneously.
