Program Manager (Afghanistan) – Client Relations & Workforce Operations

duties

·       Lead overall implementation of the workforce operations program and ensure adherence to contract deliverables and timelines.

·       Coordinate closely with HQ and client counterparts to track deliverables, address issues, and report progress.

·       Ensure strict compliance with Afghan labor laws, payroll regulations, and tax obligations.

·       Oversee recruitment, deployment, and performance management of contracted personnel through transparent and competitive processes.

·       Monitor financial documentation and invoicing packages for accuracy, ensuring timely submission and payment within contractual terms.

·       Ensure auditable record-keeping and support external audits and quarterly performance reviews as required.

·       Serve as the primary in-country point of contact for the client, maintaining regular communication and coordinating operational meetings.

·       Understand the client’s strategic priorities and ensure program activities align with their evolving needs.

·       Track and manage client requests, TORs, and contract amendments to ensure swift and accurate responses.

·       Prepare status updates and management briefs for HQ and the client to facilitate transparency and problem solving.

·       Supervise and guide the HR Manager, Finance Manager, and Logistics Manager to ensure cohesive delivery across functional areas.

·       Ensure cross-department planning and communication to maintain a 'one-team' approach to service delivery.

·       Identify and track new client needs, RFPs, and upcoming procurement opportunities in Afghanistan and the region.

·       Coordinate with HQ to draft concept notes, expressions of interest, and technical proposals for related contracts.

·       Develop and maintain relationships with UN agencies, the World Bank, ADB, and other international partners to position the organization for future growth.

·       Monitor sector trends and donor priorities to support strategic planning and resource mobilization.

qualification

·       Afghan national (required).

·       Master’s degree in Management, Business Administration, International Development, or a related field.

·       Minimum 10 years of progressive experience in program management, client account management, or operations leadership with UN agencies, the World Bank, ADB, or other major international partners and donors.

·       Proven track record of managing multi-functional teams and large-scale HR/operations contracts.

·       Strong relationship-management skills and client-facing communication experience.

·       Excellent written and verbal communication skills in English and Dari (required); Pashto is an asset.

·       Proficiency in financial reporting, procurement compliance, and audit preparation.

·       Ability to manage complex tasks and deliver results under pressure while maintaining professionalism and diplomacy.

·       Willingness and ability to travel to field sites within Afghanistan as needed.

Reporting Line
