Accountabilities

• Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.

• Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, ex-piry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.

• Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pat-tern under budget constraints.

• Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression

• Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid rup-tures of stock or having expired drugs.

• Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, perfor-mance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing ca-pabilities.

• Recording all items received and issued in computer (Is stock) and reporting on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.

• Assisting in training of nursing staff regarding dispensing of drugs and their side effects

MSF Section/Context Specific Accountabilities

• Ensure the continuous availability of essential medicines and medical supplies by maintaining adequate storage facilities, organizing the central medical store, and keeping stock levels above security thresholds in line with MSF standards.

• Establish and maintain an effective data collection, monitoring, and reporting system, including regular analysis of consumption trends and timely reporting of any abnormal or unexpected variations.

• Ensure that all medicines and supplies comply with official quality standards, including documentation and follow-up of quality claims and implementation of corrective and preventive actions (CAPA).

• Monitor and ensure that pharmacy storage conditions, particularly temperature and humidity, remain within acceptable ranges, and coordinate promptly with the Logistics Department in case of deviations.

• Manage and monitor the consumption of medical consumable and non-consumable items, including laboratory tests, reagents, and other laboratory supplies across the project.

• Anticipate and analyze potential stock ruptures or supply gaps, and immediately inform the Line Manager and Hospital Coordinator to implement mitigation measures and prevent interruptions in medical activities.

• Support the Pharmacy manager in the overall management and optimization of medical consumable and non-consumable supplies within the project.

• Ensure full compliance with national regulations, particularly regarding the management of controlled drugs, and take responsibility for accurate documentation and timely submission of required reports to authorities.

• Oversee and ensure accurate, timely entry of consumption data in the Consumption Data Tool (CDT) by validating source documents and supporting the Pharmacy Technician in auditing prescriptions and consumption prior to data entry, thereby ensuring high-quality, reliable data for informed forecasting, reporting, and stock management decisions.

• Manage the monthly consumption analysis by drafting the report, requesting feedback and clarifications from Heads of Departments, and collaborating with the Project Management and Coordination teams to incorporate comments and action points, ensuring proper implementation and ongoing follow-up.

• Actively participate in all relevant meetings, including daily supervisor meetings, monthly pharmacy meetings, and any other ad hoc meetings as requested, contributing constructively to discussions and follow-up actions.

• Supervise, coach, and support pharmacy staff in the Pharmacies and dispensaries, providing technical guidance and on-the-job training to strengthen team capacity and performance.

• In close collaboration with the Pharma Manager,HC ,Supply teams, and Coordination Pharmacy teams, ensure that all project pharmacies are organized and managed in accordance with MSF Good Storage and Distribution Practices (GSDP) and Good Pharmaceutical Practices (GPP).

• Promote rational use of medicines, ensuring proper stock analysis, establishment of pharmacy KPIs, and accurate, timely reporting to support evidence-based decision-making.

• Follow up on pharmacovigilance activities and collaborate closely with medical and nursing teams to enhance stock management in End User Units, ensuring optimal medicine availability and supporting improved quality of patient care.

• Maintain flexibility to perform additional work-related tasks as requested by the Line Manager, in line with project needs and priorities.

• Analyse the MSR of IPD Pharmacy Vs TSR report monthly and follow up on expiry dates and overstock items in the pharmacies.

• Ensure all expired items or items to be quarantined (batch recall, quality problems) are removed from the Pharmacy and EUUs (End-user Units)

• Follow up weekly and monthly discrepancies in IPD and ER/OPD Pharmacy, as well as in all EUU.

• Supervise the update of all movements in Stock cards during reception of orders from WH and outgoing of stock and ensure that information is accurate and in standard format.

Minimum Requirements and Competencies

Education                     -   Degree of pharmacy management (Bachelor /Diploma) or medical profile Essential

-            Registered pharmacy diploma. Essential

 

Experience              -  At least 1-year certified work experience as a pharmacy supervisor,

                                        with additional experience in clinical pharmacy. Essential.

 

Languages                   -   Pashto and Dari, Essential.

- Mission Language English, Essential.

Knowledge              -  Computer literacy (word, excel and internet) Essential.
