Key Responsibilities

A. Operational Management

  • Coordinate land cargo movements with agents and third-party transporters.
  • Track inbound and outbound courier consignments and ensure timely customs clearance.
  • Prepare export and import documentation (AWB, packing lists, declarations).
  • Update CRM, job files, and maintain digital/physical archives.
  • Follow up on delays, resolve issues, and escalate operational challenges when necessary.

B. Regulatory & Public Relations

  • Serve as the primary point of contact with APRA for compliance and postal operations reporting.
  • Coordinate with airport customs to ensure full adherence to clearance protocols.
  • Maintain strong relations with airline partners for schedules, handovers, and service coordination.
  • Represent MOAM professionally during inspections, meetings, audits, and discussions.
  • Prepare official correspondence, reports, letters, and submissions for regulators and partners.

C. Compliance & SOP Enforcement

  • Ensure compliance with MOAM SOPs, Afghan customs regulations, and APRA guidelines.
  • Maintain strict control over sensitive and restricted consignments.
  • Prevent compliance gaps in documentation, reporting, and clearance procedures.

D. Reporting & Communication

  • Generate weekly reports on cargo and courier movements.
  • Provide timely updates to the Operations Unit Head.
  • Maintain transparent communication with agents, clients, customs, APRA, and airlines.

Qualification & Competency Requirements

  • Bachelor’s degree in Logistics, Supply Chain, Business Administration, or related field.
  • Minimum 1 year of experience in logistics, customs clearance, aviation cargo, or regulatory affairs.
  • Strong ability to engage with government bodies, airlines, and external partners.
  • Proficiency in MS Office and logistics management systems.
  • Excellent communication skills in Dari, Pashto, and English.
  • Strong problem-solving ability, attention to detail, and organizational discipline.

  • ≥95% On-time land cargo delivery rate (Weekly)
  • 100% customs clearance within SLA (Per Shipment)
  • ≥98% accuracy in export documentation (Monthly)
  • 100% real-time CRM and job file updates (Ongoing)
  • 100% timely compliance reporting to APRA (Monthly)
  • 100% customs issues resolved within 24 hours (As Needed)
  • Zero airline delays caused by MOAM (Continuous)
  • No corrections requested in official communication by regulators/partners (Continuous)
  • Zero compliance breaches or unreported incidents (Continuous)
  • 100% PODs and operational documents archived (Ongoing)
