Accountabilities of the Position.

•       Carry out the functions and tasks associated to nursing i.e., perform as a nurse or anaesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.

•       Implement all the protocols and hygiene procedures and supervise that his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.

•       Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define the needs of training for staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

•       Carry out and/or supervise the management of pharmacy and medical equipment items (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, in order to satisfy the needs of these materials with efficiency and effectiveness.

•       Ensure that all staff using medical devices are qualified and trained. Ensure that cleaning and minor maintenance tasks are performed according to protocols. Reporting any malfunction to the project biomedical service.

•       Carry-out and/or coordinate administrative information (exit-paper, transfer-paper, etc.) and data collection tasks (patient files, forms, statistics, etc.), and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activities in the project, output/ outcome and support decision-taking.

•       Give feedback/ reports to medical focal point.  

 

MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES

·          Ensure daily presence in all MRH departments supported by MSF (Triage & ER, Neonatal Ward, Premature Ward, NICU, PICU, GPW and ARI).

·          Daily allocation of staff (nurses, nurse aides and, if available, nutritional assistants) to the different wards/rooms according to the needs and staff experience/skills to ensure safe practices.

·          Regularly participate in clinical activities to identify gaps and provide on-the-job training for the team according to the project needs and MSF protocols.

·          Monitor and reinforce implementation of MSF protocols and guidelines in each department (medication administered according to guidelines, nursing procedures performed according to the standard operating procedures (SOPs), monitoring of patients, etc.).

·          Supervise that the team is following doctors’ prescriptions and recommendations and communicate with NAM when in doubt or if any concerns regarding treatment (milk and drug preparation and administration, accurate nursing documentation, etc.).

·          Ensure an adequate patient flow of patients in the department. Ensure patients are allocated to the different rooms/beds according to their medical or social needs. Support nurses in being proactive and confident in the bed management of patients in the department according to these needs.

·          Ensure effective handover and good communication practices between the different team members or with members of other teams/departments/caretakers to guarantee the adequate transmission of all relevant information related to patients/caretakers to ensure the continuity of care and avoid errors or misunderstandings related to a lack of information.

·          Establish an effective communication line with other teams’ supervisors (medical doctors, pharmacy, community engagement, mental health, biomed, logistics, etc.) to ensure the delivery of holistic care to service users (both patients and caretakers). Promote awareness among the nursing team about the different activities and the support provided by these other teams and promote collaboration with them.

·          Ensure resources are available and readily to use in the clinical areas (emergency trolleys, controlled drugs, consumables, biomed, etc.).

·          Plan and coordinate accordingly the relevant team activities (weekly schedule, monthly roster, annual leave, absences, training schedules, etc.) and communicate with NAM all relevant information.

·          Under the leadership and guidance of the Infection Prevention and Control team (IPC Manager and supervisors), participate in IPC-related activities and reinforce the implementation of IPC measures in the different wards according to standards.

·          Together with the NAM, consciously work on establishing effective collaboration and a working network with the MoPH team and other external actors present.

·          Close collaboration, communication, and coordination with the MRH head of nursing to ensure a better management of MRH nurses in the roster to ensure quality of care can be provided to patients (Absenteeism, sick leave, holidays, maternity/paternity leave, etc).

·          Implement and follow up on the staff development plan through the usage of the feedback process tool. Support nursing staff in achieving the defined objectives, in improving their learning/development needs, in overcoming the challenges identified in their practice or in helping them to build their capacity. For MoH staff, liaise with the MRH head of nursing for support in the use of their MRH tool for evaluation of the MoH staff performance. Define training according to the needs identified.

·          Participate and ensure the adequate induction of new nursing staff to the department. In collaboration with NAM, design a suitable induction plan to ensure the new staff members are supported and progressively provided with all the information and training required to deliver safe and quality care to patients.

·          Liaise and work collaboratively with other supervisors to recognise and resolve potential challenges. Communicate and ask NAM for support when unable to reach a solution independently.

·          Collaborate with the different teams in identifying gaps and improving the quality of the services (communication with care takers, awareness, health education, etc).

·          Identify situations that might be suitable for disciplinary actions and communicate with the NAM and MRH head of nursing.

·          Show availability and willingness to participate in the Hospital Management platform (meetings, committee, etc.).

·          Participate in any other related activities as requested by the line manager (NAM).

qualification

Minimum Requirements and Competencies

Education

-            Speciality (nurse or anaesthetist) diploma essential.

Experience

-            Essential: 2 years of previous experience. Having worked in MSF or other NGOs is desirable.

Languages             

-       Dari, Pashto and English: Essential

Knowledge

-            Essential computer literacy (Word, Excel and Internet)
