Accountabilities

·       Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.

·       Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.

·       Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards

·       Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly

·       According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.

·       In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.

o  In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.

o  In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.

o  Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports

MSF Section/Context Specific Accountabilities:

 

Clinical Care and Service Management

-       Lead the delivery of high quality, safe and timely nursing care in paediatric triage, emergency room (ER), intensive care unit (ICU) and step down.

-       Ensure the continuing functionality of the paediatric ER/ICU/ Stepdown under delegation of the Head Nurse.

-       Ensure proper implementation of triage protocols and regular patient evaluation in triage and ER for patient safety.

-       Ensure knowledge of and adherence to MSF paediatric nursing and medical protocols.

-       Ensure that nursing supervisors are present in the care units with a focus on mixed medical-nursing rounds to better monitor the care plan and participate in discussions on specific clinical cases.

-       Ensuring quality hygiene standards in collaboration with the IPC supervisor.

-       Ensure all needed equipment and patient follow-up tools are in place and are used correctly, following MSF standard.

-       Facilitates and organizes all supplies from ordering, consumption, stock management, including pharmaceutical, biomedical (including oxygen) and logistical items.

-       Participate in various management meetings aimed at improving care and organizing services, particularly for the peak periods.

-       Facilitate the integration and prioritization of health promotion (HP) activities (eg. Breastfeeding, vaccination, hygiene and nutrition) in all paediatric services.

-       Implementing and supporting an effective discharge and referral system for patients.

 

Quality of Care, Clinical Governance & Training

-       Regularly evaluate new models of care and new nursing practices and procedures, to ensure nursing staff compliance and safe practice, in line with MSF standards and protocols.

-       Lead and participate in quality improvement initiatives.

-       Collaborate with the Clinical Support Nurse (CSN) to define, review and implement training plan for current, new MSF and MoPH staff .

-       Ensure coaching and mentoring of nursing supervisors, for them to be able to fulfill tasks autonomously.

-       Regularly review training and educational needs for upskilling of current and new nursing staff in the ER/ICU/Stepdown. Propose staff for local, national and international trainings with support of LnD team.

-       Report and respond to patient safety and healthcare-related incidents (adverse events), fostering a culture of blame free and continuous learning.

Collaboration

-       Ensure good comunication and integration of MoPH and MSF nurses and nurse assistants in all departments with the support of the Head Nurse.

-       Work closely with the Inpatient Therapeutic Feeding Centre (ITFC) NAM and nursing supervisors to ensure coherence of nursing care across the hospital and uniform transversal working on areas such as IPC.

-       Collaborate with the Medical Activity Manager (MAM), medical supervisors and IMS paediatricians to foster multidisciplinary team work and joint decision-making.

-       Take part in the multidisciplinary ward round, mortality review meetings, committees (eg. Blood transfusion) and collaborative meetings with MoPH.

-       Ensure effective collaboration with the biomedical and logistic team for maintaining equipment and facilties with support from the Head Nurse.

-       Suppor the NTS, alongside pharmacy manager and supervisor, to manage inventory, review weekly orders, anticipate stock outs, and ensure acurate international order.

 

Management

-       Ensure that nurse, nurses aides and nursing team supervisors properly follow their defined roles and responsibilities.

-       Ensure and support NTS in the development of rosters, management of staffing, leave, contracts and payroll.

-       Ensure the adherence to MSF and national HR regulations in your department.

-       Support the NTS team in the regular formal evaluation of nursing (nurses and nurse aides) staff performance, defining goals and objectives, giving constructive feedack and identifying needs for professional development.

-       Respond to and escalate safeguarding and disciplinary concerns as per project guidance.

-       Contribute to monthly project situation reports (sitrep).

-       Contribute to strategic/long-term planning of project activities where it relates to nursing activities

 

Infection control/Hygiene

-       Support the Nurse Supervisors of Department and IPC Supervisor in ensuring the implementation and adherence to hygiene and universal precautions measures.

-       Ensure aseptic technique is used during appropriate nursing procedures.

-       Ensure that correct waste segregation is being undertaken at ward level (sharps/soft/organic).

-       Ensure that basic nursing care is being undertaken for patients (cleaning, changing patients’ clothes, drainage bags emptied etc).

   

Communication to the patients

-       Together with the Nurse Supervisors of department ensure that a positive and regular communication occurs from the staff to the patients and caretakers (e.g explanation of procedures, understanding diagnosis and reason for admission, likely duration of admission)

-       Together with the Health Promotion team provide health education to both patients and caretakers.

-       To ensure that the patients’ rights to privacy and confidentiality is respected

Minimum Requirements and Competencies

Education       - Recognized Nurse Degree/Diploma. Essential - Bachelor of Nursing Desirable

Experience       - Previous working experiences at least 2 years in nursing activities. Essential

  - Working experience in MSF, or other NGO’s. Desirable

 - Supervisory/managerial experience. Desirable
