Accountabilities

·       Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.

·       Coordinating and supervising the implementation of the legal therapeutic protocols, procedures, and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.

·       Supervising the nutritional activities to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards.

·       Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly.

·       According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, to ensure that pharmacy stock levels are permanently updated and above minimum safety point.

·       In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs.

·       In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.

·       In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development, and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.

·       Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports.

MSF Section/Context Specific Accountabilities

The area of work is the emergency department Boost Hospital:

  • Support and coach two ER LRS nurse supervisors in ER department in the daily management of the activities.
  • Improve the pre-triage, triage process and patient flow in the ER following the South African Triage System.
  • Improve the quality of nursing assessment, resuscitation skills, blood transfusion, Infection Prevention and Control
  • Together with International ER MD, MD’s supervisor and 2 supervisors support the whole team on the assessment and admissions process.
  • Improve communication and conflict management with patients, care takers and family members by all staff involved in patient/caretakers contact (from guards up to MD)
  • Support the HPCE activities in the ER.
  • Ensure where needed referral to Mental health department for follow up.
  • Together with international MD, ensure the Mass Casualty Plan is up to date and the team is trained.
  • Ensure proper documentation of consumption of medical supplies/medication in the consumption tools and according to the ER prescription strategies.
  • Ensure the team is prepared to respond to seasonal changes and increases and communicable outbreaks. increase in acute watery diarrhoea/ suspected Cholera, haemorrhagic fever (CCHF), measles, etc.
  • Support in the implementation of project strategies in ER activities according to AP and MYR
  • Be flexible to conduct additional activities per the project needs.
  • Participate/ Conduct hospital visits on weekends and overnight visits if needed.

 

Nursing Care in ER and Specialized OPD:

  • Ensure proper user of triage criteria according to SATS & pre-triage screening, to separate emergency cases from outpatient cases in collaboration with the expat MD and with the national staff supervisors.
  • Ensure correct and proper nursing care is provided by adhering to the protocols in place.
  • Ensuring correct dosage, preparation, administration, and storage of drugs.
  • Hygienic preparation of and disposal of I.V infusion sets.
  • Ensuring appropriate insertion and labelling of I.V cannulas, urinary catheters, nasogastric tubes, and suction catheters according to infection control policies.
  • Together with the Nurse Supervisors ensure that proper vital signs are taken, interpreted, and documented.
  • Monitor and supervise the activities in the ORS corner and Circumcisions campaign – seasonal activities.
  • Ensure that the nurses and pharmacy dispensers are respecting the rules of hygiene and infection control including segregation of waste and use of personal protective equipment.
  • Promote an atmosphere of teamwork amongst the various health professionals involved in the management of the patients in collaboration with the other nurses and MD’s.
  • Ensure that the code of medical ethics is respected and adhered to.

 

Management and organization:

  • Ensure good collaboration with both MoPH Nursing Director and Medical Director
  • Ensure that accurate and timely documentation is made within both Medical and Nursing patient charts and files.
  • Together with the Nurse Supervisors, identify gaps in the knowledge and skills of staff in the department and organize trainings for the staff.
  • Support the Nurse Supervisors with proper use of medical materials and equipment, consumption monitoring and weekly request of medical supplies for the department.
  • Undertake monthly analysis of the consumption of both drugs and medical supplies and link these figures to patient numbers, diagnoses, and adherence to hospital protocols. Undertake forecasting of required items and explain differences when they occur.
  • Support the Nurse Supervisors to ensure that universal precautions are used, and waste management and segregation is undertaken according to policy.
  • Support the Nurse Supervisors in conducting evaluations of all staff in the department.
  • Report any disciplinary issues from the department to the Nursing Team Leader.
  • Support the Nursing Team Leader when requested with updating job descriptions of staff in the department, reviewing CV’s, marking tests, undertaking interviews and planning induction programs for staff within the departments.
  • Support the Nurse Supervisor to improve his/her supervision and management of the departments under his/her supervision– by providing both clear guidance and tools.
  • To help in the implementation of a logbook in the departments to improve the skills of the staff in their respective professional areas.
  • To check the rosters prepared by the Nurse Supervisors, are fair and acceptable in relation to shift patterns, overtime, and leave. Undertake this role when he/she is on leave.

Data collection, Meetings, and Reporting

  • Attend and participate actively in MSF Medical meetings.
  • Attend and participate actively in the daily nursing meeting organized by MOPH Nursing Director and MSF Nursing Team Leader and ER medical meetings together with the Nurse Supervisors.
  • Attend & support the Nurse Supervisors of department in regular nurse’s departmental meetings.
  • Attend any requested meeting (by MSF or Hospital Coordination Team) related to the activities in the departments.
  • Ensure together with the Nurse Supervisors that data collection is done properly daily, weekly and monthly in the department.
  • Contribute to the collecting, analysing, and writing of monthly reports by supporting the Nurse Supervisors of Department in this matter.
  • Together with the Nurse Supervisors ensure proper registration of all patients’ information in the registration books.
  • To be actively involved in identifying arising medical needs, together with the medical team for improvement in the project.

Infection control/Hygiene

  • Support the Nurse Supervisors of Department and IPC Supervisor in ensuring the implementation and adherence to hygiene and universal precautions measures.
  • Ensure aseptic technique is used during appropriate nursing procedures.
  • Ensure that correct waste segregation is being undertaken at ward level (sharps/soft/organic).
  • Ensure that basic nursing care is being undertaken for patients (cleaning, changing patients’ clothes, drainage bags emptied etc).

 

 

 

Communication to the patients

  • Together with the Nurse Supervisors of department ensure that a positive and regular communication occurs from the staff to the patients and caretakers (e.g explanation of procedures, understanding diagnosis and reason for admission, likely duration of admission)
  • Together with the Health Promotion team provide health education to both patients and caretakers.
  • To ensure that the patients’ rights to privacy and confidentiality is respected.

Other responsibilities

  • Act as a backup for Nursing Team Leader his/her absence if needed.
  • Support and coach the HoD in the department in terms of nursing care, trainings, and staff management.
  • Together with the other departments’ NAMs and under the direct supervision of the expat Nursing Team Leader ensure that all nursing care (trainings, protocols, competencies) is standardized and followed across the hospital.

Education                  - Recognized Nurse Degree/Diploma. Essential

           - Bachelor of Nursing Desirable

 

Experience                - Previous working experiences at least 2 years in nursing activities. Essential

                                   - Working experience in MSF, or other NGO’s. Desirable

                                   - Supervisory/managerial experience. Desirable

                             

Languages                - Pashto and Dari language, Essential
