Task and Responsibilities

•           Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.

•           Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.

•           Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.

•           Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.

•           Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.

•           Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.

•           Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.

•           Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF Section/Context Specific Accountabilities

•           Work in close collaboration with the male staff health doctor of the Staff Heath Clinic

•           Is responsible of implementing the national staff health policy for staff and dependants.

•           Offering primary health care to MSF staff and their dependants including history taking, physical examination, management plan and follow up based on MSF protocols and guidelines.

•           Provide proper primary health care and advice to female staff from coordination (and exceptionally from the projects, remotely if needed)

•           Regular follow up and health education for the cohort of chronic cases (HBP, DM2…).

•           When needed, organize referrals and follow up for specialist consultations or investigations (blood tests, imaging) and request support from medco/deputy medco and/or MSF telemedicine.

•           Support the referrals to Kabul facilities from the projects locations for MSF LHS and direct dependents.

•           In case of life saving emergency, support MSF staff to quickly access health care and regularly update medco and deputy medco.

•           Organize preventive care for MSF staff (annual eye check-up for drivers, hep B and TT immunizations, preparation for training/detachment/expatriation…)

•           Cover gap for the male medical doctor according to the position work time and according to cultural acceptance.

•           Provide basic psychosocial counselling if needed and identify cases who need referral for psychological support and/or psychiatric care.

•           Keep medical records updated and report timely all work-related injuries to the medco and deputy medco.

•           Participate to assessment and validation of external health facilities and provide regular feedbacks about the quality of care provided.

•           Is responsible of the good management of the Staff Health Clinic (medical records, pharmacy, maintenance of the equipment, pharma boxes…).

•           Together with the medco/deputy medcos organize validation of the invoices (prescriptions and invoices from contracted hospitals) and liaise with HR and finance departments as needed.

•           Organize regular 1sr aid training for the team.

•           Submit monthly report of the activities.

•           Respect medical confidentiality.

 

qualification

Minimum Requirements and Competencies

Education

Medical Doctor diploma Desirable diploma in Tropical Medicine (For OCB & OCBA Tropical Medicine Is essential)

Experience

2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health , obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery. (Desirable specialization in general medicine/family medicine)

Languages                            

Mission language is essential / Local language Dari/Pashto desirable.
