1. Department Leadership & Strategy
• Lead, manage, and develop the Site Acquisition team, including negotiators, coordinators, and supervisors.
• Develop and implement departmental strategies, policies, and procedures to optimize site acquisition and management.
• Ensure the team meets all targets for new site acquisitions, contract renewals, and conflict resolutions.
• Set annual departmental KPIs, work plans, and ensure continuous performance monitoring.
• Conduct regular staff performance evaluations and implement coaching, training, and succession planning programs.

2. Contract Lifecycle Management
• Oversee the end-to-end contract process for both private landowners and government entities.
• Ensure all contracts are drafted accurately in Dari and English, compliant with ATOMA’s standards and local laws.
• Manage the contract renewal process, including rent renegotiation within authorized limits.
• Ensure proper filing, database updates, and record-keeping for all site contracts.
• Approve contract variations, rent adjustments, and renewal terms within delegated authority.
• Implement strong contract governance and ensure all documentation is audit ready.
• Monitor expiration timelines and enforce proactive renewal planning.

3. Financial Oversight & Reconciliation
• Coordinate with the Finance Department to ensure timely and accurate monthly/annual payments to landlords.
• Prepare and validate payment lists two months in advance to avoid delays.
• Reconcile site data and financial records with Finance and Network teams to ensure accuracy and compliance.
• Monitor budget spending, evaluate cost-saving opportunities, and track rent exposure.
• Review and approve financial summaries, reconciliation reports, and departmental forecasts.
• Support Finance during internal and external audits with explanations and documentation.

4. Negotiation & Landlord Relations
• Direct negotiation strategies for new sites and renewals, ensuring rents align with market value.
• Handle high-stakes negotiations with private landlords and government institutions.
• Resolve landlord disputes, payment inquiries, and site-access issues promptly.
• Oversee benchmarking of rental market rates and ensure compliance with internal pricing policies.
• Build and maintain strong relationships with strategically important landlords and local influencers.

5. Government & Institutional Engagement
• Manage the process for government site contracts, from introduction letters to final signatures.
• Liaise with relevant ministries, land departments, and provincial authorities to secure approvals and avoid delays.
• Ensure compliance with government procurement and bidding processes where applicable.
• Lead formal meetings and negotiations with high level government officials to expedite approvals.
• Ensure regulatory compliance and complete documentation for all government related engagements.

6. Conflict & Issue Resolution
• Act as the primary point for resolving site-related conflicts with landlords, neighbors, or local authorities.
• Escalate complex legal or persistent issues to the Legal Department in a timely manner.
• Ensure site operations are not interrupted due to contractual or relationship disputes.
• Implement risk-mitigation frameworks to prevent site closures or access restrictions.
• Conduct field visits for critical disputes when needed.

7. Process Compliance & Improvement
• Ensure all site acquisition activities adhere to internal approval hierarchies.
• Validate landlord ownership documents and ensure proper certification.
• Continuously review and improve acquisition processes for efficiency and risk reduction.
• Introduce digital tools and automation to improve tracking, reporting, and workflow visibility.
• Ensure compliance with Delegation of Authority (DoA) and corporate governance requirements.

8. Team Management & Reporting
• Monitor team performance, provide coaching, and ensure workloads are balanced.
• Prepare and present monthly reports on site acquisition progress, renewals, payments, and pending issues to senior management.
• Foster a collaborative environment within SA and with cross-functional teams.
• Conduct weekly team meetings to align priorities and track ongoing tasks.
• Prepare quarterly and annual strategic reports for senior leadership.
• Ensure team adherence to company values, ethics, and professional conduct standards.
• Coordinate with Network and Legal for relocations, upgrades, new rollouts, and emergency site needs.

9. Records, Reporting & Compliance
• Ensure accurate, complete, and up-to-date record keeping of all site acquisition contracts, payments, and landlord data.
• Maintain a reliable database aligned with Network and Finance records.
• Prepare management reports on contracts, renewals, rent exposure, disputes, and risks.
• Support internal and external audits by providing clear documentation and explanations.
• Develop dashboards on rent exposure, renewals, dispute cases, and financial risks.
• Ensure compliance with corporate governance, legal regulations, and data security guidelines.
Education:
• BBA or ACCA, MBA is preferred.
Experience:
• 5 years of relevant experience with MBA degree
• 7 years of relevant experience with BBA degree
• 4 years of relevant experience with ACCA
• Minimum of 2 years’ experience in a managerial role in the relevant field, preferably in a telecom company.
• Experience managing large teams and cross-functional coordination is highly desired.
