Scope of work: 

The Livelihoods Officer will provide technical and operational support for the design, implementation, and monitoring of gender-responsive livelihood interventions under the ABADEI programme implemented in the regional project office. The Livelihoods Officer will work under the supervision of the Area Manager and in close collaboration with other ABADEI program staff in the country office. The Livelihoods Officer will have the following duties and responsibilities:

1. Conduct/ support in the need assessments and market analysis, paying particular attention to gender roles, access and control over resources, time use, unpaid care work, and barriers faced by women, female-headed households, and women with disabilities.

2. Providetechnical support to design and implement integrated the livelihoods projects including vocational training, cash-for-work, small enterprise development, agri-business, and regenerative agriculture, access to finance, ensuring that women’s economic empowerment (WEE) is a central outcome in line with ABADEI outputs. Support strategic planning and design of livelihood components within ABADEI

3. Provide technical support infor designing, implementation, and monitoring of livelihoods projects (both on-farm and off-farm), with a focus on the market linkages/value chain development specific to agriculture/MSME development, including supporting the climate smart agricultural value chains while mainstreaming disaster risk reduction.

4. Contribute to the development of technical documents/specifications for the market surveys and capacity building of beneficiaries on various skills/activities.

5. Ensure the project intervention mainstream GBV risk mitigation, protection principles, address issues that may trigger conflict over natural resources, and activities do not exacerbate women’s vulnerabilities but instead enhance their agency, safety, and decision-making power.

6. Ensure that UNDP projects have synergies and are complementing other actions carried out in the same implementation area. 

7. Ensure grievance redressal management has been mainstreamed in all livelihood interventions, which is in place and functional. 

8. Ensure compliance with and implementation of UNDP’s corporate guidance, with focus on social and environmental standards.

9. Support visibility of UNDP interventions, including contributing to communication products and field stories with focus on Economic Recovery, Women’s Economic Empowerment and gender-sensitive value chains.

10. Ensure that the project records, data and report are accurate and contribute to quality data inputs towards AIMs and CO Gender Dashbaord, in addition field monitoring reports contribute to the preparation of high-quality reports.

11. Regularly coordinate with other staff in the region and cooperate with staff in other regions. Develop and maintain good working relations with communities, partners, other UN actors and any other stakeholders

12. Perform any other duties as required by the supervisor.

# knowledge and skills on Gender, Women Empowerment, Conflict and peace building improved through day to day work demonstration, including SEA risk management.

Integrate grievance redress mechanisms (GRM) and Ensure compliance with UNDP corporate standards (SES, Gender Seal) Functional GRM system established and monitored

Institutional arrangement: The Livelihoods Officer works under the supervision of the Area Manager, in coordination with other ABADEI program staff at the regional and national levels.

Payment: Payment made by Moore Afghanistan upon approval of monthly timesheet by Area Manager

Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost 

Duration of the assignment: 3 Months 

Duty station: South, southeast, Central Highland, Central Region, North, west and northeast.

Experience and Skills:

Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields

Experience and Skills:

• 3 years of experience with Master’s degree or 7 years of experience with Bachelor’s degree 

• Proven skills to conduct assessment and analysis of market/Livelihoods related activities.

• Experience in Agriculture, Livelihoods, Rural Development, Natural Resource Management..

• Experience with national / INGO experience in the related field.

• Knowledge on gender mainstreaming, GBV/SEA integration into project, training skills on gender, PSEA and conflict mitigations will be preferred. [ in case of capacity gap, person is expected to spend substantive time to improve beyond working hours]

• Strong knowledge and understanding sub-national institutional contexts of Afghanistan


Competencies: 

• Strong interpersonal and communication skills.

• Good oral and analytical communication and writing skills 

• Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

• Results orientation and accountability in fragile contexts.

• Ability to design and monitor community-based livelihood interventions.

• Knowledge of gender mainstreaming and PSEA standards.

Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
