Technical Planning & Design Oversight
- Lead detailed technical assessments, topographical surveys, and feasibility studies for proposed infrastructure sites to inform project design and budgeting.
- Review and validate engineering designs, drawings, Bill of Quantities (BoQs), and technical specifications to ensure compliance with national standards, donor requirements, and climate-resilient principles.
- Develop detailed implementation plans, schedules, and procurement plans for all infrastructure activities.
Field Implementation & Construction Supervision
- Directly supervise and monitor all on-site construction and rehabilitation activities to ensure strict adherence to approved designs, quality standards, and safety protocols.
- Conduct regular and systematic site inspections to monitor progress, verify workmanship, and ensure proper use of materials.
- Serve as the primary technical point of contact for contractors and engineers, providing daily oversight and resolving technical issues promptly.
Quality Assurance & Compliance
- Implement a rigorous quality control and quality assurance (QC/QA) system, including material testing, compliance checks, and documentation of all construction phases.
- Ensure all infrastructure works meet relevant national and international engineering, safety, and environmental standards.
- Enforce strict adherence to site safety plans and safeguarding policies to protect workers, community members, and project assets.
Procurement & Contract Management Support
- Provide technical inputs for the preparation of tender documents, evaluation of bids, and selection of contractors and consultants.
- Support the procurement process for construction materials, ensuring timely delivery and verification of quality against specifications.
- Monitor contractor performance against agreed milestones, deliverables, and contract terms, and prepare regular performance reports.
Stakeholder Coordination & Community Liaison
- Coordinate closely with relevant government departments (e.g., Provincial Rural Rehabilitation Department, MRRD) for technical approvals, permits, and handover protocols.
- Facilitate community involvement in site selection, design consultations, and labor provision, ensuring projects are inclusive and address community priorities.
- Conduct regular meetings with contractors, community representatives, and local authorities to ensure alignment and address concerns.
Reporting, Documentation & Knowledge Management
- Maintain comprehensive and accurate field records, including daily site reports, inspection logs, progress photos, and material delivery notes.
- Prepare and submit timely and detailed technical progress reports to the Project Manager.
- Develop and archive complete "as-built" drawings and project close-out documentation for final handover to communities and government authorities.
Mainstreaming of Cross-Cutting Themes
- Ensure all infrastructure designs and construction methods integrate climate-resilient features (e.g., flood-resistant design, water harvesting) to enhance durability and adaptation.
- Promote social inclusion by ensuring infrastructure is accessible to women, the elderly, and persons with disabilities.
- Advocate for and monitor the use of environmentally sustainable materials and practices to minimize ecological impact.
Educational Qualifications
- Mandatory: Bachelor’s degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, or a directly related field from a recognized institution.
- Preferred: Master’s degree in a relevant discipline or professional certifications in Project Management (e.g., PMP), Contract Management, or Structural Design.
Professional Experience
- Minimum of 5 years of progressive, hands-on experience in the planning, supervision, and management of rural infrastructure projects (e.g., water supply systems, irrigation schemes, rural roads, flood protection, community buildings).
- Proven experience in conducting technical site assessments, preparing Bill of Quantities (BoQs), reviewing engineering designs, and implementing rigorous quality control/quality assurance (QC/QA) protocols.
- Demonstrated experience in contractor supervision, construction site management, and procurement of civil works within donor-funded projects (UN, INGO, or government programs).
- Prior work experience in Afghanistan or similar fragile and remote contexts is essential, with a strong understanding of local construction practices, materials, and logistical challenges.
Technical Competencies & Skills
- Engineering Proficiency: Strong technical knowledge of civil engineering principles, structural design, construction methodologies, and material specifications.
- Software Skills: Proficiency in engineering software (e.g., AutoCAD, GIS) and standard office applications (MS Project, Excel). Experience with surveying equipment is an advantage.
- Contract & Compliance Management: Solid understanding of contract administration, FIDIC principles, and compliance with national building codes and safety regulations.
- Climate-Resilient Design: Knowledge of and experience in applying climate-resilient and environmentally sustainable infrastructure design principles.
- Reporting & Documentation: Ability to produce clear, accurate, and detailed technical reports, drawings, and "as-built" documentation.
Language & Communication
- Professional fluency in English is mandatory for technical reporting and communication with management and donors.
- Fluency in Dari and Pashto (written and spoken) is essential for effective field coordination with contractors, laborers, local authorities, and community members.
- Excellent interpersonal and negotiation skills for managing contractor relationships and community engagement.
