- Develop, implement, and maintain the Project HSE Plan in accordance with contract requirements, DABS standards, client requirements, and applicable laws.
- Prepare, review, and maintain all required HSE documentation including HSE plans, checklists, forms, risk assessments, Job Safety Analysis (JSA), Activity Hazard Analysis (AHA), method statements, and permits.
- Ensure full compliance with national HSE regulations, environmental laws, and international standards such as ISO 45001 and ISO 14001. Manage and oversee HSE activities for all high-voltage substation works, including civil works, steel structure erection, transformer and GIS/AIS installation, busbar works, cabling, testing, and commissioning.
- Control and monitor high-risk activities such as energized works, work at height, lifting operations, confined spaces, and hot works.
- Implement and enforce Permit-to-Work (PTW), Lockout/Tagout (LOTO), grounding, and electrical isolation procedures.
- Identify hazards associated with substation construction and high-voltage operations and ensure risks are assessed and controlled.
- Conduct routine HSE inspections, audits, safety surveys, and site walkdowns and ensure corrective and preventive actions are implemented in a timely manner.
- Enforce safe working practices and ensure proper use of Personal Protective Equipment (PPE) at all times.
- Stop unsafe acts or conditions and take immediate action to prevent accidents or incidents.
- Ensure appropriate safety signage, barricades, warnings, and access controls are in place at hazardous areas.
- Investigate accidents, incidents, near misses, and environmental events and prepare Safety Incident Reports (SIR), root cause analysis, and corrective action plans.
- Maintain accurate HSE records and statistics including man-hours, incidents, Lost Time Injuries (LTI), and environmental data.
- Prepare and submit daily, weekly, monthly, and quarterly HSE and environmental reports to project management and the client.
- Conduct HSE inductions for employees, subcontractors, and visitors.
- Organize and deliver toolbox talks, safety training, and awareness programs related to electrical and substation hazards.
- Ensure personnel working on high-voltage systems are competent, trained, and properly authorized.
- Implement and monitor the Environmental Protection Plan (EPP), including waste management, dust and noise control, oil spill prevention, and hazardous material handling.
- Ensure proper storage, handling, and disposal of transformer oil, chemicals, and hazardous waste in compliance with regulations.
- Develop and maintain emergency response plans related to fire, electrical shock, oil spills, and medical emergencies.
- Lead and coordinate emergency response drills and ensure workers are trained in first aid and fire safety.
- Chair regular HSE meetings with project teams, subcontractors, and client representatives.
- Coordinate closely with construction managers, engineers, and commissioning teams to integrate HSE into daily operations.
- Supervise, guide, and support HSE officers and safety supervisors on site.
- Provide professional HSE advice and recommendations to project management.
- Prepare HSE close-out reports and handover documentation at project completion.
- Perform any other HSE-related duties assigned by management.
- Bachelor’s degree in Civil Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Total Experience, 5 years, Experience in similar work, 3 years.
- Strong knowledge of national HSE regulations, DABS requirements, and client standards.
- Familiarity with international standards such as ISO 45001 and ISO 14001.
- Professional HSE certifications (NEBOSH, IOSH, OSHA, ISO Lead Auditor) are highly desirable.
- Excellent communication, leadership, reporting, and organizational skills.
