A. Recruitment and Staffing
· Manage end-to-end recruitment lifecycle from PRF to onboarding.
· Collaborate with department heads to align hiring with workforce plans.
· Maintain records of job descriptions, evaluation forms, and hiring decisions.
B. Onboarding and Induction
· Ensure pre-onboarding readiness (contract, systems, ID, etc.).
· Coordinate orientation sessions including policy briefings, IT training, and security awareness.
· Maintain onboarding documentation and probation tracking.
C. HR Documentation and File Management
· Maintain and update personal files, including contracts, IDs, performance reviews, and disciplinary letters.
· Restrict file access per CSU protocols.
D. Policy Development and Enforcement
· Draft, review, and disseminate HR policies.
· Ensure staff awareness and compliance through induction, training, and communications.
E. Performance Management
· Implement performance cycle processes.
· Coordinate self-assessments, manager evaluations, and development actions.
F. Training and Capacity Building
· Maintain annual training plan.
· Track participation and feedback.
· Support Individual Learning Plans implementation.
G. Leave and Attendance Monitoring
· Process leave requests in accordance with policy.
· Update HRIS balances and prepare reports.
· Monitor attendance and absenteeism.
H. Grievance and Disciplinary Actions
· Manage grievances per documented workflows.
· Record warnings and escalate as necessary.
I. Compliance and Audit Support
· Prepare for internal and external HR audits.
· Maintain compliance with MOLSA and HQ policies.
J. Reporting
· Submit monthly HR dashboards and quarterly workforce plans.
K. Others.
· Assist the Country Manager with day to day HR related operations and requirements.
· Carry out any other task as maybe assigned by the Country Manager or the CSU Manager.
- Bachelor’s degree in business administration, Human Resources, or a related field.
- Fluency of English, Dari and Pashto.
- Minimum of 3+ years of experience in administrative support, procurement, HR, or public relations.
- Strong organizational and multitasking abilities.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and online procurement systems.
- Ability to handle confidential information with professionalism and discretion.
- Strong problem-solving skills and the ability to work independently.
