Terms of Reference (ToR)

Position Title: Health Programme Manager Duty Station: Kabul (with national scope and periodic travel to regions)

Reports to:

· Technical supervision: Health Practice Lead (Lapis Global)

· Administrative supervision: Country Director (Lapis Afghanistan)

Positions Available: 1 Contract Type: Senior Consultant/Contract Duration: 24 months


Key Responsibilities:

Programme Leadership

· Provide strategic leadership and direction for the national health capacity-building programme.

· Line manage all programme staff (training coordinators, specialists, consultants, M&E, finance and administration, and other support roles).

· Ensure programme activities are coherent, efficient, and aligned with MoPH and donor priorities.

Strategic Coordination and Representation

· Establish and maintain effective liaison with MoPH, NGOs, donor agencies, and health sector partners.

· Represent Lapis at external coordination meetings, donor engagements, and conferences.

· Build networks and partnerships to strengthen programme delivery and impact.

Programme Implementation and Oversight

· Oversee the planning, organisation, and execution of capacity-building activities at national and regional levels.

· Ensure quality assurance of training content and delivery in line with WHO/MoPH standards.

· Supervise staff to maintain effective coordination, enrolment, facilitation, and reporting processes.

Financial and Administrative Oversight

· Provide overall oversight of programme budgets and expenditures.

· Ensure financial accountability and compliance with organisational and donor policies.

· Support cost-effectiveness and identify efficiencies in resource use.

Monitoring, Evaluation, and Reporting

· Supervise the development and use of M&E systems to track progress, outcomes, and impact.

· Ensure timely and accurate reporting to donors, MoPH, and Lapis leadership.

· Apply evidence and lessons learned to refine and improve programme strategies.

Risk Management and Problem-Solving

· Anticipate risks and operational challenges; develop mitigation measures.

· Provide proactive solutions to ensure programme continuity under changing conditions.

· Escalate issues as required to technical and administrative supervisors.

Deliverables:

· Annual and quarterly work plans for the health programme.

· Consolidated programme reports (narrative, financial, and M&E).

· Stakeholder engagement records and coordination outcomes.

· Lessons learned and recommendations for strategic adjustments.

· Staff performance reviews and capacity-building plans.


qualification

Qaulification

  • Medical Doctor (MD) with a Master’s in Public Health or related field (essential).
  • Minimum 10 years of progressive experience in health programme management, including at least 5 years in senior leadership roles.
  • Proven experience working with MoPH, health NGOs, and donor-funded projects in Afghanistan.
  • Strong understanding of health systems strengthening and training approaches.
  • Demonstrated ability to manage large teams and multi-million-dollar projects.

Required Skills and Competencies:

  • Excellent problem-solving and conflict-resolution skills.
  • Strong liaison and networking skills with government, donors, and health partners.
  • Advanced financial oversight and project management abilities.
  • Excellent written and oral communication skills in English, Dari, and Pashto.
  • Strong organisational, analytical, and time management skills.
  • Familiarity with digital learning platforms and health information systems

  • Reports technically to the Health Practice Lead and administratively to the Country Director.

  • Provides regular updates to donors and represents the programme at national-level coordination forums.
