duties

Scope of work: 

1. Gender Mainstreaming of ABADEI Project.

1.1 Assist in implementation of ABADEI Gender Action Plan as advised by the Gender Specialist, UNDP Afghanistan. 

1.2 Work in close collaboration with Infrastructure Associates for developing and Reviewing supplier package -gender action plan. 

1.3 Organize Supplier orientation with Cash Based Intervention and SES specialist to provider Gender and PSEA orientation for supplier kick off meeting. 

1.4 Conduct tele monitoring and interviews under the guidance of the Gender Specialist, UNDP Afghanistan to capture Gender Equality and Women Empowerment Results. 

1.5 Update Gender Dashboard data for entire ABADEI projects for each quarter and draft gender report for ABADEI. 

1.6 Conduct training for gender and peace volunteers under the guidance of Gender Specialist.

1.7 Support in localized training tools, packages and work with area office team to roll out training package for community mobilizers and volunteers. 

1.8 Ensure gender data management system have correct report and means of verification for ABADEI. 

2. Mainstreaming GBV and SEA Prevention and Risk Mitigations.

2.1 Act as the Gender/PSEA focal point for ABADE Project. 

2.2 Coordinate and implementation all trainings on GBV and PSEA for personnel of the RPA, Vendor and Community Volunteers/ mobilizers, including correct reporting documentation. 

2.3 Ensure translations of materials as advised by the Gender Specialist.

3. Gender and PSEAH data collection, reporting and coordination

3.1 Maintain and update the Gender Action Plan for Regional Project Officers in close collaboration with area office. 

3.2 Maintain and update data tracker for ABADEI on Training Audit tracker, PSEA Training Tracker for personnel, PSEA training tracker for community session and capacity building, GEWE inventory update for ABADEI, Reporting Tracker for CO Gender Dashboard for ABADEI Project. 

3.3 Prepare gender story and supporting regions to develop gender story following GEWE story checklist.

• Evidence of gender requirements in feasibility study, SoW and BoQ.

1.3 Supplier/ Partner Kick Off Meeting • # of suppliers/partners oriented

• Gender Action Plan Implementation Plan determined following orientation through kick off meeting. 

1.4 Tele-monitoring and interviews conducted to capture GEWE results • # of tele-monitoring conducted and reported for gender spot check or gender audit 


1.5 Gender Dashboard updated & quarterly report drafted • 100% data update on gender dashboard for ABADEI. 

• Drafting gender narrative for ABADEI quarterly.

1.6 Training for gender & peace volunteers delivered • # of volunteers trained on gender tools, trainings session, and reports updated.


1.7 Gender training tools are localized, translated and rolled out • # of tools are supported to localize and rolling out with evidence of implementation. 

1.8 Gender data management • 100% accuracy of gender folder by Partner, by Region as advised by Gender Specialist. 

2. Mainstreaming GBV and SEA Prevention and Risk Mitigations.

2.1 Function as ABADEI Gender/PSEA focal point • Function as ABADEI Gender Focal Point.

2.2 GBV and PSEA trainings conducted for personnel, vendors, volunteers • # of sessions delivered with full coordination and logistics arrangement. 

• % of target participants trained, recorded correctly.

2.3 Translation of PSEA materials completed • # of tools/materials translated and disseminated

3. Gender and PSEAH data collection, reporting and coordination

3.1 Regional Gender Action Plan maintained & updated • Plan updated with activities, progress, and next steps, including meeting and coordination and follow up with regions and partners.

3.2 All data trackers are updated. • 100% of trackers up-to-date as per the job descriptions.

3.3 Gender success stories developed • # of stories produced per region• Stories aligned with GEWE storytelling checklist


4. Competencies

Institutional arrangement: The Project Officer works under Technical Supervision of Gender & PSEA Specialist, UNDP Afghanistan with Matrix to Program Management Specialist, ABADEI.  

Payment: Payment made by Moore Afghanistan upon approval of monthly timesheet by Area Manager

Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost 

Duration of the assignment: 3 Months 

Duty station: Kabul

Experience and Skills:

• Bachelor’s degree in Gender, Development and Social Sciences. 

• Education qualification can be flexible if demonstrated experience with UNDP ABADEI projects on Gender and PSEA, or one of the topics at least.

Experience and Skills:

• 3 years of experience with bachelor’s degree or 5 years of experience if Bachelor is not completed. 

• Experience with national / INGO experience in the related field.

• Knowledge on gender mainstreaming, GBV/SEA integration into project, training skills on gender, PSEA and conflict mitigations will be preferred. [ in case of capacity gap, person is expected to spend substantive time to improve beyond working hours ]

• Strong knowledge and understanding sub-national institutional contexts of Afghanistan


Language Requirements:

Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
