Task and Responsibilities
• Supporting the Finance Coordinator with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request
• Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to MSF standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.)
• Carrying out delegated accounting tasks and activities for the capital, ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation.
• Processing payments, ensuring that receipts and supporting documents meet the necessary quality standards.
• Filing and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility
• Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.
• When requested, replacing other members of the Finance/Accounting Manager or Project Administration Assistants during their absence
MSF Section/Context Specific Accountabilities
• Review and correct the accountancy of the projects, providing feedback to the field finance staff. Ensure that the accounts (both hard and soft copies) are prepared in accordance to the financial protocols of MSF and prepare the project books to be integrated in the master by the Accounting Manager.
• Support the project accounting staff
• Process UNIFIELD peripheral accounting (project and capital) to check the quality of the accounting entries (allocation, description) and make the needed corrections, respecting the defined deadlines
• Verify that all vouchers are validated and conform to MSF requirements
• Verify that MSF financial protocols, procedures and deadlines are respected in the field and in coordination
• Follow-up and matching of internal transfers and advances in the mission
• Validation and allocation of HQ invoices
• Encoding of simulations
• Inform the Accounting Manager of irregularities and non-conformities, and propose solutions
• Send timely and relevant feedback to the fields
• Under the responsibility of the Accounting Manager, analyse the problems of cashbox discrepancies in the projects and gives technical help to find solutions
• Conduct regular field visits to support the projects
• Back up for finance officers (both in the field and in coordination) and cashier in the event of gaps
• Assist the Accounting Manager with the end of year closure and with any other ad-hoc task
• Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience
• Give regular feedback to the line manager and report directly any issue or incident
Minimum Requirements and Competencies
Education - Desirable finance, business or administration related diploma
Experience - Essential previous working experience as accountant (minimum 2 years’ experience)
- Desirable working experience with NGOs. Desirable in MSF or other INGOs.
Languages - Dari and Pashto desirable
- English essential
Knowledge - Essential computer literacy (word, excel, internet)
- Good working knowledge on MS Office
