1. Key functions, accountabilities and related duties/ tasks:
2.1 Timely analysis and identification of emergency-prone situations and contribute to emergency preparedness, integrated anticipatory action planning, and people-centered response in Faryab, Sar-e-pul and Jawzjan assigned provinces.
· Integrate gender considerations into emergency preparedness and response plans to address issues that may intensify during crises.
· Provide substantive input for the development of emergency action plans, contingency plans, and ensure compliance monitoring.
· Deliver timely analysis of evolving emergencies and their operational implications; maintain continuous information flow to support planning and implementation.
· Coordinate emergency response effectively within inter-agency humanitarian structures, including through Area-Based Coordination approaches.
· Contribute to joint analysis, needs assessments, and planning within OCHA-led coordination and the Returnees and Reintegration Coordination Model.
· Ensure rapid operational support during emergencies by coordinating accurate and timely data collection on the scope and nature of crises and reporting promptly.
2.2 Ensure coordinated implementation and monitoring of integrated emergency interventions for returnee and disaster-affected children through evidence-based planning, cross-sector collaboration, and community engagement, strengthening local response capacity and protecting children’s rights and well-being in humanitarian contexts
· Coordinate UNICEF’s multi-sectoral response interventions for returnees, drought, earthquake or any other crisis in alignment with inter-agency efforts in affected areas.
· Support the UNICEF on regular and ad-hoc coordination meetings with UNICEF IPs, extenders, and other frontline workers; document meetings and follow up on action points.
· Actively participate in coordination meetings led by De-facto Authorities, including Provincial Disaster Management Committee meetings, Provincial Development Committee sessions, reintegration discussions, and meetings in affected areas, to support the coordination and management of field-level activities.
· Participate and contribute to the OCHA led provincial access severity mapping and assessment, and resource allocation prioritization.
· Engage with provincial-level coordination forums (e.g., OCT, EiE, WASH, Nutrition and CP sub-clusters) together with UNICEF Sub cluster leads and provincial focal people and ensure alignment with inter-sectoral emergency response plans.
· Monitor the quality and progress of UNICEF-supported activities, including supplies, services, and partner performance, ensuring accountability and effective use of resources.
2.3 Facilitate UNICEF’s humanitarian and basic human needs (BHN) response in target districts for drought anticipatory action planning, program integration, and support to returnee host communities—covering WASH, Health, Nutrition, Polio, Education, Child Protection, Social and Behavior Change (SBC), livelihoods/cash assistance, and emergency services.
· Liaise with UNICEF staff, field extenders, implementing partners, and De-facto Authorities (DG and Department of Economy) and serve as the focal point for all extenders in the province, addressing any issues that may affect their performance.
· Working with the UNICEF Provincial focal lead person, together coordinate UNICEF representation in cluster and inter-cluster meetings, task force or any other coordination forum with DFA, partners and the UN agencies in the province.
· Report any challenges and programmatic updates and keep MFO informed of the meeting updates and support required from UNICEF.
· Ensuring feedback, concerns and priorities from affected people are consistently and systematically well highlighted during coordination meetings and planning and response processes and monitored.
· Facilitate monitoring missions from the MFO and coordinate with the DFA and implementing partners for the planned meetings and monitor visits to UNICEF’s support sites.
· Work with extenders to update the Emergency Officer and PMD Specialist on progress and challenges encountered during the implementation of multisectoral joint PMVs or other UNICEF initiatives in the province.
2.4 Convening and partnership building for Area Based Coordination, innovation, resilience building and sustainability across the Cluster/Sector Coordination.
· Build and maintain strong partnerships with stakeholders involved in anticipatory action planning and humanitarian/basic needs programming across sectors through active networking and communication—enhancing capacity, sharing knowledge, and fostering collaboration to achieve sustainable results for UNICEF’s humanitarian and BHN programs.
Technical competencies must be demonstrated in the following areas:
· Theoretical and practical knowledge of Humanitarian programming and technical expertise in at least One Cluster Sector.
· Understanding of the overall humanitarian, basic human needs and peace Nexus, including issues such as poverty, conflict, drought, returnees, People with Special Needs (PSN), floods and the impact of these factors on basic human needs; and inter-sectoral approaches to address such issues in collaboration with other sectors
· Emergency sector planning knowledge/ability, including the range of modalities for delivering humanitarian CCC and basic human services, linkages between different sub-sectors, linkages between other sectors to achieve global outcomes for children, cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
· Ability to engage with partners e.g. Sector Wide Approaches, Education in Emergency Clusters, Nutrition in Emergency, WASH in Emergency, Delivering as One, Inter-sectoral partnerships, as well as networking with other key partners in the provincial level.
· Understanding of gender and inequity issues in complex settings in relation to delivering programmes related to women and children and the application of gender / equity analysis to programme planning and delivery.
3. Minimum Travel required
The Field Programme and Monitoring Coordinator together with the UNICEF provincial multisectoral teams are expected to travel to each province at least once a month – coinciding with the OCT meetings and facilitate the same (together with the Emergency Officer and PMD Specialist – with an encouragement to travel more often to the hard-to-reach districts and priority integration districts. However, the Field Programme and Monitoring Coordinator will have a coordination role and information sharing role, and in no way will they take responsibility for the sector's teams. In this respect, all information to be shared in public forums on behalf of UNICEF by the Field Programme and Monitoring Coordinator should be cleared up by the CFO/ OIC-CFO, PMD Specialist and Emergency Officer or the technical section sector leads (WASH, Education, Health, Polio, Nutrition, CP, PMU & PME, SBC, Gender).
The Field Programme and Monitoring Coordinator is encouraged to travel outside the provincial capitals to the districts with a focus on white areas, severe and extreme drought districts, returnees host communities etc in the assigned provinces (40-50% of staff time) to conduct joint field monitoring and stay in touch with the reality.
4. Duration
Initial 12 months pilot to end of 31 December 2026 based on performance, lessons learnt, programmatic needs and Availability of funding.
5. Supervisor
The Field Programme and Monitoring Coordinator will report urgent issues directly to the Emergency Officer (or PMD Specialist).
6. Type of reporting
· Monthly provincial and priority District situation updates
· Key highlights and follow-up action points arising from meetings with DFAs
Participating in and facilitating timely reporting of Joint UN humanitarian rapid assessments of emergencies occurring in the assigned province.
Joint Program Monitoring Visits
(i) Coordinate undertaking of joint field visits to monitor and assess program implementation and bottlenecks affecting Programme implementation in the province and districts.
(ii) Follow-up with the Extenders in the province on the monitoring and reporting in the respective province.
(iii) Provide weekly situation updates to the Emergency Officer/CFO on emerging issues and changes to the humanitarian situation in the assigned provinces.

Provincial Sensitization and technical support
(i) In coordination with the Emergency Officer, CFO and section heads, coordinate sensitization and joint technical support missions to provide line department authorities with technical support and guidance.
(ii) In coordination with the Emergency Officer, and CFO, ensure the building or reinforcing of the commitment and institutional capacities of the partners starting with taking a strategic approach to the identification of potential and existing partnerships in the province.
· Meeting readouts, situation updates
Coordination
(i) Attend OCT meetings and other coordination forums in the province and update the Emergency Officer and CFO.
(ii) Participate in the monthly quarterly, midyear and annual provincial review meetings with government counterparts and implementing partners.
(iii) Participate in the DFA led meeting including PDMC, PDC and reintegration meeting at provincial and district level.
(iv) Schedule and coordinate the provincial joint monthly monitoring plan together with P&M Officer/Specialist and the provincial multisectoral team.
(v) Convene virtual monthly coordination meetings with extenders in the province – focus on administrative and logistical bottlenecks - and update various sections in Mazar.
(vi) Update Emergency Officer on any programmatic and humanitarian needs from the provinces to reflect in the NR statutory management meetings, PMT, ZMT, and another taskforce meetings.
(vii) Keep an eye on humanitarian situation trends and alert the Field Office if any sudden change happens in the humanitarian situation in the province.
(vii) Participate in joint need assessments and coordinate UNICEF’s response at the field level.

The applicant should have a university degree or equivalent from a recognized University, with a minimum of Five years working experience in the development sector including coordination and emergencies.
Knowledge of the local languages (Pashto and Dari) and English language both written and spoken is a must
