duties

• Linking WaSH DRR Intervention with health partners program activities and creating synergies and impact. 

• Identify potential WaSH & DRR Intervention sites in consultation with govt: agencies, wash clusters, other sector partners and communities plus field team. 

• As a member of the WASH team, H/She should take part in Water /Sanitation activities in the field.

• Maintain effective communication with CLTS facilitators and hygiene promoters.

• Maintain close links and coordination with communities and local authorities.

• Supervise the Improved Water Sanitation and Hygiene (WASH) projects to ensure the work is carried out in accordance with the agreed design and plan.

• Check that the quality and quantity of the material used are in accordance with the specification.

• Designing integrated work plans in collaboration with teams from other departments/thematic areas.        

• Suggest the most relevant sites as per WaSH & DRR Project application mandate and focus repair of old govt: owned schemes in priority and taking technical approval from PRRD/MRRD

• Identification and hiring of the construction teams and labour while working in close collaboration procurement/supply chain department.

• Plan and ensure full cooperation with admin team to fulfil the desired progress within the stipulated time.

• Analyzing the organizational capacity of the DRR and providing specific on the DRR capacity statement and other related preparation.

• Lead Project Management and support the field team to get the desired outcome.

• Work collaboratively with other functions on the DRR-related business. 

• Overall supervision, monitoring and technical support of WASH & DRR related activities.

• Assures that proper safety standards and precautions are followed.

• Prepares and maintains records for weekly and monthly reports.

• Recommends purchase of specialized equipment required for the implementation of the WASH & DRR activities.

• Ensuring projects run smoothly and completion within budget and on time.

• Identify, Analyse, and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures and safety in projects.

• Prioritize Inclusion in all WASH & DRR field work and prepare all hardware WASH & DRR with accessibility to persons with disability and older age.

• Ensure WaSH IEC & DRR material complies with health team IEC and also, follows Global WASH & DRR Standards. 

• Coordinate with the survey team and prepare the work schedule as per the WASH & DRR project to ensure compliance with project drawings and specifications. 

• Analyze and prepare plans for material requisitions. 

• Design all work plans and identify and resolve all WASH & DRR-related issues on site.

• Document all civil field activities and perform regular inspections to check the progress of undergoing works. 

• Perform quality assurance inspection to verify the work is performed in compliance with the plans and specifications.

• Preparing weekly and monthly project status updates.

• Performing any other duties as job required or assigned by the Provincial Manager.

• Lead technical planning and implementation of WASH activities (water supply systems, sanitation facilities, and hygiene promotion infrastructure) in returnee settlements.

• Identify suitable WASH intervention sites in consultation with communities, local authorities, WASH Cluster, and relevant stakeholders.

• Develop technical designs, drawings, specifications, BOQs, and cost estimates for WASH interventions.

• Supervise construction and rehabilitation of WASH facilities (gravity and pressure lines, distribution networks, wells, reservoirs, sanitation units, etc.) to ensure compliance with standards.

• Ensure all construction materials and works meet project specifications and Sphere/Cluster standards.

• Conduct regular site visits, inspections, and quality assurance audits.

• Provide technical training and guidance to project staff, contractors, and community WASH committees.

• Maintain effective coordination with community leaders, local authorities, and relevant stakeholders to ensure community participation and sustainability.

• Prepare and submit weekly and monthly technical progress reports.

• Actively participate in WASH/DRR cluster coordination meetings in Herat and Kandahar, ensuring representation of project activities and avoiding overlaps.

• Support monitoring and evaluation by providing accurate data on progress, challenges, and lessons learned.

• Organize information meetings with community members to develop their knowledge.

• Ensure all data from the field are provided on weekly and on monthly basis.

• Supervise the contractors to ensure all work is performed in accordance with the plans, specifications, and agreement.

• Monitor construction activities for safe work practices.

• Develop the project’s construction planning and reporting.

• Develop contacts and explain to stakeholders and to populations about the activities and the objectives of the programs.

• Involve and inform the communities in the implementation of the program.

• Work in collaboration with the stakeholders.

• Preparing weekly and monthly project status updates.

• Performing any other duties as job requires or is assigned by the Senior Project officer.

Knowledge, Skills and Qualifications (Bullet Points)

• BSC-Civil Engineering  

• Knowledge of WASH & DRR Intervention & practices

• materials, methods and processes used in the construction with in-depth knowledge about good construction practices. 

• MS Office, Auto CAD, Water GEMS, GIS, MS Project

• Ability to plan, schedule and supervise the work of others.

• Ability to maintain records and prepare reports.

• Knowledge of cost analysis, scheduling

• knowledge of safety and security measures


Experience (Bullet Points)


• 2-5 years of relevant experience.

• Proven experience in planning and designing of WASH & DRR schemes/structures.

• Proven experience in working with and management of contractors.

Desirable:
