Operations Management Support:
- Act as deputy to the Operations Manager for the Population Movement Appeal, including backstopping during absences or as delegated.
- Assume budget holder responsibility, where deemed necessary, in accordance with the Delegation of Authority.
- Coordinate field activities of IFRC personnel under the guidance of the Operations Manager.
- Support ARCS and IFRC teams in the planning, implementation and monitoring of activities in Herat and Nimroz. Ensure that appropriate field-level support services are in place, adequately resourced and maintained.
- Ensure that the field team prepares accurate and timely operational analyses, monthly operational highlights and other updates on the operation as well as delivers inputs for standard reports to the Operations Manager.
Quality Assurance:
- Ensure that response activities (cash, health, WASH, shelter, protection) are implemented in accordance with IFRC policies, standards, and tools, and aligned with ARCS operational procedures.
- Guide and assist the integration of humanitarian priorities and interventions within all relevant ARCS branches involved in the Population Movement operations.
- Support ARCS in the achievement of planned outcomes and deliverables following quality standards, timelines and within budgets.
Field Technical Support
- Coordinate mobilization of IFRC resources in support of ARCS in the assessment, planning, and implementation of the operations.
- Ensure close collaboration between IFRC technical staff and ARCS counterparts with advise and recommendations adapted to local context and capacities.
Branch Capacity Enhancement:
- Guide IFRC staff to develop apply approaches which strengthen and develop structures, capacity and performance of ARCS branches.
- Support ARCS branches in setting up the structures needed to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.
- Support ARCS branches in operational standards, tools and procedures that ensure quality, consistency and sustainability.
- Support ARCS branches in maintaining an effective information management system for the response, including statistics.
Required:
- Relevant university education or an equivalent of qualifying experience.
- 5 to 7 years of disaster management experience, including managing staff.
- Field experience in coordinating disaster and crisis management operations.
- At least 2 years of work experience with RC/RC.
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation.
- Training development .
- Working for a humanitarian/non-profit making organization at the local level.
- Effective team and project management skills.
- Good analytical skills and solution-oriented.
- Good knowledge and relevant work experience in the regional context.
- Good mentoring and capacity development skills.

Preferred:
- Basic Delegates Training Course (BTC) or IMPACT or equivalent knowledge.
- ERU, FACT or RDRT training.
- Working with financial systems.
- Strong demonstrable skills and expertise in capacity building in emergencies.
- Good command of another IFRC official language (French, Spanish or Arabic)
