Objectives:
- Assess the functionality, condition, and utilization of provided infrastructure and facilities (e.g., latrines, handwashing stations, library).
- Evaluate the sustainability and effectiveness of maintenance mechanisms and established project components.
- Examine the functionality and impact of School Development Committees (SDCs) in ongoing school development.
- Assess the long-term impact and continued effectiveness of pedagogical innovations and additional educational resources (e.g., IT, library, laboratories).
- Analyze the degree of system integration and ownership by schools and communities in maintaining and developing project outcomes.
- Identify challenges, best practices, and potential for scaling successful approaches.
- Derive recommendations for future projects.
- Identify the needs and propose short and long-term solutions and recommendations.
Scope of Work
Inception phase:
The Education Evaluator will conduct an inception phase at the start of the assessment, which includes:
- A comprehensive review of key project documents, including but not limited to project proposals, final monitoring reports, statistical data (e.g., student enrollment, attendance rates, and performance indicators), and other relevant project materials. All available documents and reports will be provided to the evaluator to support the execution of the assignment. This review will inform the refinement of the assessment questions, methodology, timeline, and work plan (conceptual framework), which will be reviewed and approved by SAW and Visions upon completion. A kick-off meeting will take place between at this stage to define the scope in detail and expected outcomes.
Following the inception phase, the Education Evaluator will:
- Conduct on-site visits in Kabul and Mazar-e-Sharif to inspect infrastructure condition (classrooms, facilities, etc.) and use.
- Attend interviews and focus group discussions organized by the SAW team with selected key informants, including school administrators, teachers, students, community members, and members of the SDCs. All sessions should be supported by standardized interview protocols and the list of respondents.
- Conduct classroom observations to assess the application of teaching methods, use of resources, and student engagement. The observations should be supported by standardized observation protocols.
- Produce and submit a unified assessment report that consolidates findings from the educational and construction assessments.
- Present findings in a meeting with SAW and Visions teams.
Deliverables
- Inception report that sets out the conceptual framework to be used in the assessment, the key assessment questions, and the methodology, including information on data sources and collection methods, sampling, and key indicators. The report will also include a detailed timeline for the assessment project and drafts of data collection instruments. The inception report will serve as the foundation for subsequent assessment activities.
- Draft Assessment Report containing the same content as the final report, submitted to SAW/Visions for review and feedback. Relevant annexes, such as questionnaires and data collection tools, will be attached.
- Final Assessment Report of max. 60 pages (both education and engineering) presenting a comprehensive unified report consolidating the educational and construction findings, integrating feedback from the first draft. The report will include a comprehensive analysis of results, lessons learned, and strategic recommendations for improvement. Relevant annexes, such as questionnaires and data collection tools, will be attached.
- A max. five-page executive summary.
Duration & Logistics
Total Assignment: 35 working days.
- 3 days for reviewing project documents.
- 5 days for inception report
- 14 days (3 days per school) for on-site assessment, 2 days for travel (Kabul ↔ Mazar Sharif).
- 6 days for report drafting and revisions.
- 1 day for presentation to SAW and Visions teams
- 6 days for finalizing the final assessment report
The Evaluator is responsible for concluding the assessment based on the above-mentioned assignment details. No extra payments will be made if the evaluator takes more time for deliverables.
Qualifications
- Minimum bachelor's degree in Education, Social Sciences, Development Studies, or related field. Masters are preferred.
- Minimum 3 years of experience in educational assessments, monitoring & evaluation.
- Familiarity with Afghanistan’s education system and challenges.
- Strong report-writing and analytical skills.
- Fluency in Dari/Pashto and working knowledge of English.
