- Organize and facilitate regular sub national here after referred to regional cluster coordination meetings and information sharing to ensure appropriate coordination between all health partners at regional level. This includes regular meetings at regional and provincial level when appropriate.
- Provide regular inputs to the national level cluster meetings, cluster bulletins, raise key issues required support from the National level with National Coordination team, etc.
- Conduct mapping of current and potential health actors and services – government, national and international organizations as well as institutions, private sector. Act as focal point for inquiries on Health Cluster’s response plans and operations at the regional level for OCHA and WHO’s regional office.
- Support coordination of assessments, identification of needs, rapid assessments, humanitarian needs overview (HNO), etc.
- Promote the use of agreed Health cluster tools, standards and guidance for surveys and assessments.
- Ensure effective links with other clusters (e.g. Nutrition, WASH, Food Security and Livelihoods, Shelter/NFIs, Protection and Education) and OCHA.
- Ensure integration of cross-cutting issues (e.g. Human rights, protection, age, gender, people with disability, environment, people-centered and community-based approaches) by ensuring cross-cutting issues are addressed in planning, implementation and monitoring of emergency health interventions.
- Promote gender equality by ensuring that needs, contributions and capacities of women and girls as well as men and boys are addressed in the design and implementation of emergency health interventions.
- Provide National Health Cluster with inputs for the Humanitarian Response Plan (HRP) and Health Cluster Strategy that will ensure regional inputs are reflected, including identification of people in need.
- Ensure that Health Cluster response is in line with the HRP and Health Cluster Response Strategy and plans, existing policy guidance and technical standards.
- Regularly monitor implementation of emergency health activities in all provinces covered by the region to ensure that cluster members are adhering to national and international best practices and guidelines.
- Draw lessons learned from past activities and provide inputs to the National Health Cluster for revising strategies and action plans accordingly and identify potential capacity gaps to be addressed by the National and Regional Health Cluster Coordinators jointly.
- Develop and facilitate implementation of the contingency and preparedness plans for the regional cluster when required, under the guidance of the National Health Cluster Coordinator.
- Undertake regular monitoring visits to all provinces covered by the region, following the Health Cluster monitoring framework (encourage peer monitoring where appropriate).
- Assess health partners’ capacity for the implementation of emergency health programs, develop and implement capacity building plans with support from the national health coordination team.
- Liaise with the national cluster to ensure the capacity for emergency health response is enhanced based on the mapping and understanding of available capacity.
- Support efforts to strengthen the capacity of the cluster partners and local authorities on emergency health response.
- Support cluster partners in identification of core advocacy issues, including resource requirements, and communicate those to the National Health Cluster.
- Facilitate feedback mechanism, ensuring that response focused on affected population and partners use the AAP in their planning, implementation and monitoring.
- Work closely with the national health cluster information management in Kabul, facilitate the collection of relevant cluster data using cluster approved tools from all partners, implementation and dissemination of data related to the Log frame, 4W database and other data as needed.
Qualifications Required
Essential: First university degree in medicine or public health and postgraduate degree in public health
Experience
Essential: At least two years working experience in the development and implementation of emergency health programs.
Desirable: Working experience with UN and/or other international organizations.
