duties

  • Provide technical support to the project Team, specifically on activities related to DTCs and their affiliated MOTs across the focused provinces.
  • Coordinate and provide technical support with the implementing partners for continuity of quality provision of DTCs and MOTs services. This involves coordination with the National DDR Department of de facto MoPH, Deputy for Counternarcotics (DCN) of de facto Ministry of Interior (MoI), UNODC, and implementing partners.
  • Collaborate with the MHPSS Technical Team of WHO to ensure harmonious integration of DDR and MHPSS activities in the focused DTCs.
  • Provide regular updates with the project team in meetings, including identification of updated achievements, gaps and recommendations
  • Identify and plan capacity building needs to help improve the quality of care.
  • Coordinate with the Health Cluster about its updates and gaps to ensure advocacy among HC members and the donors.
  • The National Drug Officer will coordinate all the activities related to DTCs and MOTs between WHO and UNODC.
  • The National Drug officer will coordinate all the related activities implemented by the implementing partners (NGOs)
  • Strengthening internal coordination in providing services.
  • To help arrange needed coordination meetings related on Drug under umbrella of project.
  • Ensure proper management and utilization of project’ activities related to DTCs and MOTs, including financial disbursements, HR development and supplies.
  • Provide monthly written reports about the work that he/she has done and followed up. including what was achieved and gaps/constraints.
  • Support in getting information about DTCs and MOTs activities, and achievements including updates for monthly morbidities among people from implementing partners, and ensure that IPs are reported at regular HIS, 4Ws and HeRAMS.
  • Provide regular weekly updates to the supervisor and to DDR/MHPSS Technical Team of WHE.
  • Provide support and commitment for additional responsibilities/tasks as requested by supervisors.

Education (Qualifications):

 

Educations:

Essential: First level university degree is required in medicine/MD. Completed technical courses related specifically to DDR

Desirable: Master’s degree in medicine/public health


Experience:

 

Essential: 

·        Two (2) years of experience specific on DDR in humanitarian settings in Afghanistan

·        Working experience with international organizations in DDR and training programs in the country.

·        Working experience on substance use disorders in relation to the BPHS and EPHS of the Ministry of Public Health

 

Desirable: Working experience with WHO/ UN or international nongovernmental organization

 

Languages: Fluency of spoken and written English and local language.

 

IT Skills:

- Good knowledge of Microsoft applications.

- Knowledge of ERP/Oracle applications is an asset
