duties

Task and Responsibilities

•     Support the PMR in the overall functioning of the medical programs in the project through delegated tasks and fully assuming the PMR responsibilities and accountabilities in case of absence.

•     Monitor and evaluate medical programs and regularly suggest improvements if needed.

•     Visit the project sites regularly in consultation with PMR to support health teams and to ensure compliance with MSF protocols and guidelines.

•     Participate in exploratory missions and situation assessments to identify healthcare needs when required.

•     Assist the PMR in the annual planning process, budget review, project proposal and reports to donors.

•     Responsible for ensuring that the HR requirements (recruitment, training, evaluation, leave management, etc.) are met for the medical team in the project.

•     Representation of MSF with MoH and other health partners as delegated by the PMR/MTL.

•     Assist in the collection, analysis and reporting of health data in the projects.

•     Assist PMR in pharmacy management and in the international medical order management.

•     Substitute doctors, nurses and paramedical staff if necessary.

•     Assist the PMR in the correct implementation of staff health policies at project level.

•     Perform any other relevant tasks assigned by his/her supervisors as necessary.

 

Context Specific Accountabilities

 

•        External Representation & Coordination:

in collaboration with the PMR Represent MSF in relevant maternal, and neonatal, cluster meetings, technical working groups, and coordination forums related to maternity health activities.

•        Maternity Health Context Understanding:

Develop a strong understanding of the maternity health situation within the project catchment areas, identifying vulnerable groups and priority health needs to guide appropriate public health interventions.

•        Clinical Leadership – Maternity Services:

Support the PMR in leading and coordinating maternity and neonatal, child health services at Khost Maternity Hospital, working closely with Heads of Department to ensure safe deliveries, emergency obstetric care, neonatal care services of high quality. With strong support to the referral system ,

•        Health System & Policy Understanding:

Assist the PMR in developing in-depth knowledge of the Afghan health system as it relates to maternity and child health, including national MNCH strategies, clinical guidelines, referral pathways, financing mechanisms, and the medical-legal framework.

•        Monitoring, Reporting & Data Management:

Be responsible for compiling and contributing to monthly medical reports related to maternity, and neonatal health activities. Participate actively in data collection, analysis of MNCH indicators, epidemiological surveillance, and monitoring of service quality.

•        Staff Health Responsibility:

Ensure the implementation of MSF staff health policies for locally hired staff, Support the evaluation of referral hospitals and oversee medical expenses for consultations and hospitalizations in collaboration with medical coordination and line managers.

•        Ad-Hoc Medical Support:

Provide operational and technical support as requested by the PMR, including temporary coverage of Medical Activity Managers, rapid health assessments, maternity facility evaluations, and emergency response support.

•        Stakeholder Engagement:

Support the PMR in maintaining strong collaboration with MOH, maternity hospitals, health facilities, medical training institutions, and national and international NGOs involved in maternal and child health.

•        Emergency Preparedness & Response:

Assist the PMR in identifying and responding to maternity and child health emergencies, including outbreaks affecting mothers and children, increased obstetric complications, or neonatal health alerts.

•        Outreach Activities:

Follow up and support the outreach activities related to maternity health including the HP activity .(assessment and implantation a new hp strategy )

Minimum Requirements and Competencies

Education                         - Medical doctor or nursing or paramedical degree. Desirable specialization or training in Tropical                     Medicine or related studies.

Knowledge                        - Essential computer literacy (word, excel and Internet)

Experience                        - Minimum 2 years of work experience related to the degree/diploma.

- Diverse and strong health knowledge including at least 1 year working in humanitarian settings with MSF (or another humanitarian organization) in the field.

                                            - Essential computer literacy (word, excel and internet)

Languages                         - English language Written and oral is Essential.

                                            - Pashto and Dari Written and Oral are Essential
