Deputy Compliance Manager

3. Key Responsibilities

A. Compliance Oversight

  • Assist in the implementation of the OXUS Compliance framework and annual compliance plan.
  • Review internal policies and procedures jointly with compliance manager to ensure alignment with DAB regulations and AML/CFT requirements.
  • Support branch and department compliance reviews, monitoring visits, and compliance testing.
  • Prepare periodic compliance monitoring reports and follow up on corrective actions.
  • Able to work in field and branches mission
  • Assist the compliance manager in conducting field visit, site monitoring, data collection, documentation and reporting

B. AML/CFT Compliance

  • Conduct monitoring of suspicious transactions and ensure timely reporting of STRs and CTRs to DAB’s Financial Intelligence Unit (FIU).
  • Monitoring process of customer due diligence (CDD/KYC) and enhanced due diligence (EDD) standards
  • Provide technical guidance to compliance and risk staff as well as branches on AML/CFT obligations and suspicious activity identification.
  • Maintain up-to-date AML/CFT records and document and ensure regular training for branch compliance staff.

C. Regulatory communication and Reporting

  • Support the preparation and submission of compliance and AML/CFT reports to DAB and other relevant authorities.
  • Coordinate with the Head of Risk and Compliance for DAB inspections and audits.
  • Follow up on regulatory recommendations and ensure implementation within the deadlines.

D. Training and Awareness

  • Assist in designing and delivering compliance and AML/CFT training programs for staff at all levels.
  • Promote a strong compliance culture within the organization through awareness campaigns and continuous communication.

E. Policy and Risk Management

  • Engage in policy drafting and review, ensuring inclusion of compliance risk controls.
  • Support risk assessment processes and recommend mitigating measures for compliance-related risks.
  • Assist in identifying and escalating emerging regulatory or operational compliance risks.

F. Deputizing Responsibilities

  • Act as manager-in-charge of the compliance in the absence of the Compliance Manger
  • Perform other related duties as assigned by the Head of Risk and Compliance or compliance Manager


qualification

a) Afghan citizen;

b)   Bachelor degree from (any country);

d)  Fluent in Dari and English welcome but not essential

e)   Computer skills in Ms. Officer ( Word, Excel, PowerPoint....)

f)    Strong organizational and interpersonal skills;

g) Able to work independently and in a group,

h) willing to take initiative, and energetic;

I) Able to learn quickly
