Programme Management
- In accordance with delegated budget and operations management authority, take responsibility for the efficient and effective management of BRC-funded programmes in Afghanistan, and related budgets in close collaboration with ARCS.
- Work collaboratively with ARCS and IFRC Programme to develop detailed programme designs and support the ongoing implementation of the work, holding joint responsibility for effective implementation and programme success.
- Manage operational budgets to ensure that expenditure relating to BRC-funded programmes is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor requirements.
- Work closely with the IFRC Programme & Operations Manager and BRC Country Manager to ensure that BRC-programmes are coherent with the broader IFRC Afghanistan Strategy and implementation plans, especially around capacity building support to the national society.
- Ensure appropriate management systems are in place regarding all BRC-supported activities in the programme (including but not limited to monitoring (seeking to ensure compliance with internationally recognised standards), security and health and safety, HR, value for money, and accountability).
- Complete monitoring and support visits to activities, working closely with ARCS to ensure the on-going relevance of programme direction and support.
- Complete regular reporting for FCDO as required, including updating the ongoing MEAL framework. Co[1]host with the BRC Country Manager regular update meetings with FCDO on programme progress.
- Identify and advise on new programming options, including longer-term recovery as the situation allows, which are consistent with ARCS’ 5-year Strategic Plan and BRC’s Afghanistan Strategy. Support the development of proposals for potential new funding top-ups, extensions or new FCDO-funded programmes , in close collaboration with IFRC Afghanistan SPRM.
- Take responsibility for meeting contractual obligations, producing deliverables and targets, and achieving activity results, as specified by FCDO and BRC under each objective of the programme.
- In partnership with audit and finance colleagues, support programme third party monitoring and audits (internal and external) on the FCDO funded programme, ensuring that they are arranged and carried out in line with the donor contractual and organisational requirements.
- Liaise with and ensure timely instructions and adequate information are supplied to BRC and IFRC support teams (finance, grant management, FCDO team, MEAL/CEA, logistics, audits, PGI etc in order to meet the needs of this programme).
- Provide regular updates to BRC management on programme progress, challenges and areas that may require additional support.
Risk and Compliance Management
- Manage the specific risks related to the FCDO programme within the Country Risk Register ensuring buy in from relevant internal and external stakeholders. Work closely with ARCS risk management team to ensure risk policies and processes are followed related to the FCDO programme.
- Escalate risks that require senior management awareness, guidance or action.
- Work with IFRC finance, compliance, and risk colleagues to ensure finance and asset monitoring, including spot checks and visits across different locations in Afghanistan.
- In partnership with the IFRC Programme & Operations Manager, IFRC SMT and BRC Country Manager ensure that serious incidents are handled appropriately and reported internally and, in consultation with the BRC FCDO Partnership Team to FCDO, particularly incidents that relate to safeguarding and aid diversion.
- Work in close collaboration with BRC FCDO Partnership team in UK and IFRC SPRM team.

Required:
- University Degree or its equivalent in Financial Management.
- Basic accounting knowledge.
- A minimum seven years’ experience in programme management.
- Experience in, or knowledge of, the Red Cross Red Crescent Movement.
- Experience in developing, managing, and monitoring multiple budgets from
- numerous back donors.
- Experience in managing multiple and sometimes competing donor interests and
- demands. Experience in developing large donor reports.
- Excellent knowledge of programme management standards.
- Analysis, decision-making and problem-solving skills, using innovation and creative. thinking, and being accountable for decisions.
- Strong analytical skills in multi-sectoral assessments, response option analysis and project design.
- Excellent knowledge of grant management controls and processes.
- Self-supporting in computers (Windows, Excel, etc).
- Fluent spoken and written in English & Dari (Pashto).
- Fluently spoken and written English.
Preferred:
- Good command of another IFRC official language (French, Spanish or Arabic).
