Strategic Financial Leadership
- Develop and execute financial strategies aligned with Shahy Pay’s EMI business plan.
- Provide financial insights to the CEO and Board of Directors for decision-making.
- Direct long-term financial planning, cost optimization, and revenue forecasting.
- Lead capital planning, investment analysis, and budget management.
Financial Operations Oversight
- Oversee all EMI-related financial operations, including:
- Cash-in/cash-out flows
- Digital payments & billings
- Agent settlements & commissions
- Wallet transactions reconciliation
- Merchant payment operations
- Maintain adequate liquidity and ensure operational continuity.
DAB Regulatory Compliance & Reporting
- Ensure full compliance with Da Afghanistan Bank’s EMI regulations.
- Oversee periodic reporting, audits, and regulatory submissions.
- Serve as the primary financial liaison with DAB and external auditors.
- Implement AML/CFT controls in coordination with compliance units.
Accounting, Audit & Internal Controls
- Ensure accurate financial statements (P&L, balance sheet, cash flows).
- Establish robust internal control frameworks to prevent fraud and errors.
- Lead internal and external audit processes.
- Ensure compliance with IFRS/GAAP accounting standards.
Risk Management
- Identify, evaluate, and mitigate financial, operational, and market risks.
- Manage treasury operations, cash flow forecasting, and fund security.
- Develop risk strategies around agent network transactions and digital payments.
Agent Network & Partner Financial Management
- Oversee financial processes for agents including commissions, settlements, and performance monitoring.
- Manage financial reconciliation with aggregators, partners, merchants, and telecom operators.
- Ensure timely resolution of discrepancies and operational issues.
Leadership & Team Development
- Lead, mentor, and develop the finance, accounting, and compliance teams.
- Foster a culture of transparency, accountability, and performance excellence.
- Build team capabilities aligned with EMI operational needs.
Education
- Bachelor’s degree in Finance, Accounting, Economics, or a related field with a minimum of 8 years of relevant experience in EMI/fintech and senior financial roles, OR
- Master’s degree in Finance, Accounting, Economics, or a related field with at least 5 years of relevant experience in fintech and senior financial positions.
- Professional certifications such as ACCA, CPA, CFA, or equivalent are mandatory.
Experience
- 8-10 years of progressive experience in finance or financial management.
- Minimum 5 years in a senior leadership role within:
- Digital finance
- Mobile money
- Payments/Fintech
- Banking
- Strong experience in EMI operations, agent network financial management, reconciliations, and DAB regulatory reporting.
Technical Competencies
- Proficiency in financial software (QuickBooks, SAP, ERP, Advanced Excel).
- Strong understanding of digital wallet systems, merchant payments, mobile money flows, and transaction accounting.
- Expertise in financial modeling, budgeting, forecasting, and risk management.
- Knowledge of IFRS/GAAP and Afghanistan’s financial regulatory framework.
