Admin/Finance Officer

duties

Taxation Duties

  • Official representation of the clinic in the Ministry of Finance and relevant government agencies
  • Follow up on tax matters, resolving issues, and ensuring compliance with updated tax laws
  • Preparation and submission of monthly, quarterly, and annual financial reports
  • Full execution of taxation obligations, including income tax, payroll tax, rental/property tax, and other statutory obligations
  • Accurate record-keeping and archiving of all tax documents
  • Coordination with auditors and resolving any reported discrepancies


Payroll Management

  • Create, manage, and update the payroll system according to staff contracts and organizational structure
  • Accurate calculation of salaries, allowances, overtime, and legal deductions
  • Timely salary disbursement and issuance of pay slips to employees
  • Preparation of payroll reports for management and maintaining digital and physical records
  • Ensuring compliance with labor laws and tax regulations, and monitoring attendance


Human Resources Management

  • Recruitment, interviewing, and onboarding of new staff; creating complete personnel files
  • Employee lifecycle management including promotions, transfers, contract renewals, and leave administration
  • Conducting performance evaluations and analyzing results
  • Monitoring employee behavior, professional ethics, and compliance with clinic policies
  • Maintaining organized HR records and providing regular reports to management

 

Administrative & Licensing Duties

  • Managing internal administrative operations, coordinating between departments, and resolving daily operational challenges
  • Supervising staff attendance, leave, and workplace discipline
  • Managing, tracking, and renewing doctors’ licenses and official clinic permits
  • Immediate follow-up on any issues with health documents and coordination with relevant authorities
  • Maintaining a calendar system to track expiration dates and ensure timely renewals

  • A Bachelor’s degree in Business Administration (BBA) is required. A Master’s degree in Business Administration (MBA) and professional certifications are considered an advantage.
  • Strong knowledge and proficiency in accounting software
  • At least 5 years of work experience in a similar organization
  • Fluency in English, Dari, and Pashto
  • Strong problem-solving and effective communication skills
  • Ability to make accurate and timely decisions based on thorough analysis
