duties

1. Administrative Operations Management

  • Oversee the day-to-day administrative functions across both logistics and security divisions, ensuring business continuity and high performance.
  • Facilitate cross-departmental coordination (HR, Procurement, Security, Logistics) to maintain fluid communication and operational synergy.
  • Manage office facilities, infrastructure, and supplies to ensure a well-functioning workplace environment.
  • Develop, optimize, and maintain administrative workflows, systems, and procedures.

Expected Outcomes:

  • Smooth and uninterrupted administrative operations.
  • Efficient interdepartmental communication and collaboration.
  • Reduced delays, administrative bottlenecks, and staff grievances.

2. Inventory and Asset Management

  • Design, implement, and maintain robust inventory control systems for office assets, logistics equipment, and security items (e.g., uniforms, tactical gear).
  • Monitor and analyse stock levels, usage patterns, and replenishment cycles.
  • Conduct periodic physical audits to validate inventory records.
  • Coordinate closely with procurement-on-procurement planning to avoid stockouts or overstocking.
  • Maintain a comprehensive asset register, tracking acquisition, maintenance, depreciation, and disposal.

Expected Outcomes:

  • Accurate, up-to-date inventory and asset records.
  • Zero or minimal discrepancies between physical stock and system records.
  • Cost efficiency and waste reduction.
  • Full audit trail facilitating donor reviews and financial transparency.

3. Policy Development & Regulatory Compliance

  • Draft, implement, and periodically review administrative SOPs (Standard Operating Procedures), policies, and guidelines tailored to logistics and security operations.
  • Ensure compliance with Afghan Labour Law, ICoCA/ICoC principles, and internal company standards.
  • Train staff on new policies, monitor adherence, and enforce compliance consistently.
  • Serve as a point of contact for internal investigations, disciplinary issues, and policy violations.

  • Well-documented policies that are accessible and understood by all employees.
  • High compliance rates and reduced policy infractions.
  • Enhanced accountability and professional conduct throughout the company.

4. Administrative Support for Security Division

  • Provide dedicated administrative oversight for the security arm: manage guard rosters, attendance tracking, certifications, contracts, and documentation.
  • Coordinate procurement and logistics of security-related equipment (uniforms, protective gear, communication devices).
  • Liaise with HR and operations to ensure guards’ welfare, onboarding, and scheduled training.

  • Organized, comprehensive records of security personnel.
  • Timely supply of equipment and uniforms to security staff.
  • Elevated efficiency and operational readiness in the security unit.

5. Staff Supervision & Office Management

  • Lead and mentor the administrative team: define roles and responsibilities, delegate tasks, monitor performance, and foster professional development.
  • Maintain office discipline, punctuality, and a professional work culture.
  • Optimize workplace layout, seating arrangements, and office facilities to support high productivity.

  • Motivated, well-coordinated, and disciplined administrative staff.

6. Reporting, Documentation & Governance

  • Generate periodic (weekly/monthly/quarterly) reports on administrative metrics, inventory status, compliance issues, and operational risks.
  • Maintain comprehensive records of contracts, policy documentation, administrative correspondence, and audit trails.
  • Present analysis and recommendations on administrative matters to senior management.

  • Well-maintained and easily retrievable documentation.
  • Informed decision-making leveraging accurate administrative data.

7. Continuous Improvement & Problem Solving

  • Proactively identify administrative inefficiencies, risks, and operational challenges.
  • Propose, design, and roll out process improvements that drive efficiency, transparency, and cost-effectiveness.
  • Benchmark administrative practices against industry standards and security/logistics best practices; apply lessons learned.

qualification

Education & Experience:

  • Bachelor’s degree in Business Administration, Management, Operations, or a related field.
  • Minimum of 5 years of experience in administrative management, preferably within logistics, security, or a comparable operational environment.

Technical Skills & Knowledge:

  • Strong inventory management and asset tracking experience.
  • Proven ability to develop and implement administrative policies, SOPs, and compliance frameworks.
  • Excellent financial acumen: budgeting, cost analysis, and resource optimization.
  • Proficiency in office productivity tools (MS Office) and preferably experience with inventory systems.

Leadership & Interpersonal Skills:

  • Excellent leadership and team-management capabilities.
  • Strong written and verbal communication in Dari and English.
  • High-level problem-solving, analytical thinking, and decision-making skills.
  • Ability to train, mentor, and enforce policy across diverse teams.

Compliance & Ethics:

  • Familiarity with Afghan Labour Law.
  • Knowledge of private security governance frameworks, including ICoC / ICoCA principles.
  • Demonstrated integrity, confidentiality, and ethical conduct.
