duties

Financial Management & Accounting

  • Maintain accurate and up-to-date financial records for the project office, including recording all transactions in the designated accounting software (e.g., QuickBooks) in compliance with organizational chart of accounts.
  • Process all payments, including vendor invoices, staff payroll, per Diems, travel advances, and petty cash reimbursements, ensuring proper documentation and authorization.
  • Prepare monthly bank reconciliations and manage the project’s petty cash fund, conducting regular cash counts and ensuring all expenditures are properly accounted for.
  • Assist the Project Manager in monthly financial forecasting, budget monitoring, and the preparation of budget-versus-actual (BVA) reports.

 

Procurement & Logistics

  • Support the procurement process in line with organizational and donor procurement policies, including preparing requests for quotations (RFQs), facilitating bid evaluations, and issuing purchase orders.
  • Manage the inventory of project assets and equipment, maintaining a fixed asset register and overseeing the proper issuance, maintenance, and safeguarding of all items.
  • Coordinate logistical arrangements for project activities, including travel bookings, workshop/event organization, and the distribution of materials to field sites.


Administration & Office Management

  • Ensure the smooth day-to-day running of the project office, including managing office supplies, utilities, and communications.
  • Maintain a systematic and secure filing system (both digital and hard copy) for all financial, administrative, personnel, and project documents.
  • Serve as the primary point of contact for administrative liaison with the country office, local government offices, and service providers.

 

Human Resources Support

  • Manage staff timesheets, leave records, and attendance tracking for the project team.
  • Support the recruitment process for local staff as needed, including preparing job advertisements, collecting applications, and arranging interviews.
  • Facilitate the onboarding of new staff, including orientation on administrative and financial procedures.

 

Compliance, Reporting & Audit Support

  • Ensure all financial and administrative activities strictly adhere to donor regulations (e.g., UNDP, UN, INGO) and organizational policies.
  • Prepare and submit accurate and timely financial reports (monthly, quarterly, and as required) to the Project Manager and country finance unit.
  • Serve as the focal point for internal and external audits, preparing all requested documentation and facilitating auditor visits to the field office.

 

Payroll & Contract Management

  • Calculate and process the monthly payroll for national staff, ensuring accurate computation of salaries, taxes, and statutory deductions.
  • Maintain personnel files and track contract end dates, alerting the Project Manager for timely contract renewals or terminations.


Risk Management & Safeguarding

  • Implement and monitor internal financial controls to prevent fraud and mismanagement of funds.
  • Ensure administrative practices uphold the organization’s safeguarding and code of conduct policies, promoting a safe and respectful workplace.

Educational Qualifications

  • Mandatory: Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a directly related field from a recognized institution.
  • Preferred: Professional accounting certification (e.g., ACCA, CPA, or equivalent) or a Master’s degree in Finance, Business Administration, or a relevant discipline.

 

2. Professional Experience

  • Minimum of 5 years of proven experience in finance, administration, and accounting, with at least 2 years in a similar role within an international NGO, UN agency, or donor-funded project.
  • Demonstrated hands-on experience in full-cycle bookkeeping, budget tracking, financial reporting, and managing audits for institutional donors (e.g., UN, USAID, EU).
  • Proven experience in procurement, logistics, asset management, and office administration in a field-based setting, preferably in Afghanistan or a similar context.
  • Experience in payroll processing, staff contract management, and compliance with national labor laws.
  • Familiarity with the operational and financial challenges of working in remote or insecure environments is highly desirable.

 

3. Technical Competencies & Skills

  • Financial Software Proficiency: Advanced proficiency in accounting software (e.g., QuickBooks, Sage, Sun Systems) and exceptional skills in Microsoft Excel (including pivot tables, advanced formulas, and data analysis).
  • Procurement & Compliance: Strong understanding of procurement procedures, inventory management, and adherence to donor-specific compliance requirements.
  • Analytical Skills: Ability to analyze financial data, prepare accurate forecasts, and generate meaningful financial and administrative reports.
  • Languages: Fluency in Dari and Pashto (written and spoken) is mandatory. Professional proficiency in English is required for financial reporting and communication with management and donors.
  • Organizational Skills: Excellent organizational, time-management, and documentation skills with a keen eye for detail and accuracy.
