Admin Finance Manager

duties

  • Oversee day-to-day office operations, including facilities management, procurement, and maintenance.
  • Manage administrative staff and coordinate support services.
  • Develop and implement office policies and procedures.
  • Handle correspondence, communication, and scheduling for senior management.
  • Maintain accurate records of organizational documents and administrative files.
  • Provide weekly and monthly report to executive director.
  • Any other tasks assigned to him by senior management.
  • Support the preparation of annual budgets and financial plans and forecasts for EPTDO projects.
  • Regular monitor budget expenditures, execution and conduct variance analysis to identify discrepancies.
  • Provide support to the program teams in budget planning and cost allocation for proposals and other purposes ensuring alignment with project objectives.
  • Maintain accurate financial records in accordance with EPTDO guidelines and donor policies.
  • Record transactions in accounting software, ensuring regular account reconciliations.
  • Ensure timely processing of payments, payroll, and reimbursements to maintain cash flow.
  • Prepare and monitor cash flow to guarantee sufficient liquidity for all project activities.
  • Manage bank accounts, conduct reconciliations, and oversee fund transfers efficiently.
  • Safeguard petty cash and ensure proper documentation of all expenditures.
  • Prepare detailed financial reports for relevant donors, and stakeholders according to agreed formats and timelines.
  • Support audits and donor reviews by providing necessary documentation and clarifications as required.
  • Ensure compliance with donor financial regulations and EPTDO internal control measures.
  • Prepare and oversea procurement and logistics processes to ensure financial oversight of all purchases.
  • Track and report on project assets and inventory from a financial perspective, ensuring accurate records.
  • Train project staff on financial procedures and donor compliance to enhance their capabilities.
  • Provide technical support to field offices and implementing partners as needed to ensure effective financial management.

qualification

Education

  • Bachelor’s degree in business and administration or any other related discipline 

Work Experience

  • Minimum of 7-10 years of experience in a relevant field.
  • Experience working with cold chain initiatives implementation or the sector is preferred.

Language Skills

  • Fluency in Pashto and Dari is required.
  • Working in oral and written English is required.

Team Leadership and Development

  • Supervise and mentor administrative and finance staff.
  • Facilitate training and professional development initiatives.
  • Risk Management
  • Ensure adherence to legal, financial, and organizational policies.
  • Maintain proper documentation for audits and statutory reporting.
  • Identify financial risks and develop mitigation strategies.

Environmental Protection, Trainings and Development Organization (EPTDO) is a national non-governmental, non-political, and non-profit organization established in 2020. It is officially registered with the Ministry of Economy of Afghanistan under the Afghanistan NGOs Law as a tax-exempt organization. Our work focuses on climate change adaptation and mitigation, environmental protection, biodiversity conservation, sustainable agriculture, gender equality and inclusion, and ecological awareness. We contribute to national and global efforts towards net-zero carbon emissions while strengthening resilience, livelihoods, and sustainable development across Afghanistan.

EPTDO maintains a professional network of over 95 experts, including environmental and climate change specialists, policy makers, lawyers, agricultural development specialists, community organizers, public health experts, and media professionals. This multidisciplinary expertise allows us to design and deliver integrated programmes on climate resilience, environmental safety, and sustainable livelihoods, while ensuring gender-responsive and inclusive approaches.

The EPTDO primary focus areas include climate change adaptation and mitigation, as well as disaster risk reduction (DRR) and Waste Management.
