Task and Reponsibilities
· In collaboration with the Project Medical Referent, monitors, supervises and evaluates the implementation of (para)medical activities in the project. Supports medical managers and supervisors in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions.
· Participates in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context.
· Represents the PMR in different internal meetings as well as, in support of the PMR, represents MSF with different external stakeholders (MOH and local medical actors)
· Supports the PMR with the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program.
· Supports the implementation of the project's staff health policy, appropriate patient referral, evaluation of hospital structures that can serve as reference structures for national staff and development and documentation of protocols related to referral. Participates in the medical monitoring of MSF personnel, providing preventive necessary measures, structures, and emergency plans.
· Supports in medical follow up of national staff patients (treatment, referrals, improvement, medical expenses, reimbursements), organizes the administrative aspects, the discharge of patients and return to their homes, in collaboration with the line manager.
· Participates in defining the human resources and training needs, materials, and techniques.
· Performs other appropriate duties as requested by the PMR.
MSF Section/Context Specific Accountabilities
The position supports the Hospital Coordinator in the overall coordination and management of medical activities at hospital level, including project planning, monitoring, and evaluation. The role ensures effective external coordination and represents MSF with health authorities, UN agencies, and partners. It also oversees health data and reporting, monitors the general health situation, and supports continuity of leadership in the absence of the Hospital Coordinator.
Project Activities:
· Participation in definition, planning, implementation, monitoring, and evaluation of the medical activities, including annual planning and mid-year reviews.
· Participate and contribute to project management meetings and discussions.
· Collaboration, Networking and MSF Representation:
· In charge of UNICEF nutrition supplies, including proper requests, reporting, and follow-up.
· Participate in meetings and discussions with MoPH and hospital management counterparts.
· Facilitate networking and collaboration with local health authorities, UN agencies, and INGOs.
· Represent MSF in meetings with local health actors and the PHD, when delegated.
· Participate in HMC meetings and follow up on action points with the Hospital Coordinator.
· Represent MSF with the Hospital Coordinator in regular meetings with the community leaders.
Data and Reporting:
· Reporting on staff health and radiology department activities.
· Follow and share reports from health and nutrition actors on the provincial health situation.
· Monitor the general health situation in the province and the southern region and share situational analysis.
· Review DHIS2 data and share observations with the Hospital Coordinator.
· Compile weekly and monthly medical reports and share with the Hospital Coordinator.
Minimum Requirements and Competencies
Education
Essential:
- Medical degree from an agreed university/college
Desirable:
- Specialization or training in Tropical Medicine or related studies
Experience
Essential:
- 2 year working experience related to the degree/diploma or in similar position.
Desirable:
- Having worked in MSF or other NGO’s in developing countries
Languages
Essential:
- Dari/Pashtu: oral and written
- English: oral and written
Knowledge
Essential:
- Computer literacy (word, excel and internet)
Desirable:
- Knowledge of the functioning of the health system and public health institutions
